국문 초록 (Abstract)

이 논문의 목적은 학교 인권교육 정책의 필요성과 중요성을 설명하고 파트너십을 통해 학교 인권교육을 강화할 방안을 제시하는 것이다. 학교 인권교육에 초점을 맞추는 이 논문은 첫째, 학교 인권교육의 목적을 현시점에서 필요한 진보적 도전을 적극적으로 추진하는 데에 두고, 학교 인권교육과 관련된 개념과 철학에 대해 논의한다. 둘째, 청소년을 대상으로 한 국내외 학교 인권교육 정책을 비교한다. 국가의 정책 속에서 학교 인권교육을 확립시켜가는 주체, 방식 및 발전 전략에 초점을 맞춘다. 셋째, 다양한 파트너십 형태 중에서 학교 교육의 내용을 보강할 수 있는 보다 적극적인 실천 방식이 필요한데, 이 논문에서는 실천 사례로 대학과 중학교 간 파트너십 모델을 소개한다. 넷째, 대학-중학교 파트너십을 비롯하여 다양한 인권교육 주체들의 네트워크와 파트너십을 실현 가능하게 할 프로그램의 확대 발전을 위한 대안을 제시한다. 이는 궁극적으로 학교 인권교육이 인권문화 확산의 중심이라는 것을 주장하며 제도화와 다양한 파트너십 지원의 필요성을 제시하는 것이다.

다국어 초록 (Multilingual Abstract)

This paper explores 1) the necessity of the national policies for human rights education in schools, 2) the goals and methods of human right education in schools, 3) the degree of institutionalization and support systems in different countries including Korea, 4) the partnership between a college and the secondary schools as a case study, and 5) policy suggestions for more relievable partnership. Human rights centered policies will be well grounded only by the policy makers who have human rights perspectives and are willing to apply the perspectives to the real life. The ultimate goal of human rights education in schools is to create and expand human rights culture. The partnership can play a crucial role in the construction of a universal culture of human rights. The case study introduced in this paper is a joint initiative taken by a college and two middle schools, which can be a model for human rights education in general.
