Five Key Issues of the Public Network Governance

국문 초록 (Abstract)

공공 네트워크 거버넌스는 공공 서비스를 전달하기 위하여 다양한 조직들 사이의 증가하는 협력을 이해하기 위한 하나의 모형을 제공한다. 하지만, 공공 서비스 전달의 네트워크 모델의 증가에도 불구하고, 여전히 네트워크 거버넌스가 받고 있는 찬사와 관심 그리고 네트워크 거버넌스의 성장에 관하여 갖고 있는 지식 사이에는 상당한 모순이 존재한다. 이러한 모순을 해결하기 위해서, 본 연구는 공공 분야 네트워크의 주요한 다섯 가지 이슈로서 네트워크 형성, 네트워크 성과, 네트워크 구조, 네트워크 관리, 그리고 네트워크 안전성을 고려한다. 각 이슈들은 학자들의 논의에 근거하여 도출하였으며, 본 논문은 다섯 가지 이슈들을 아우르는 3 단계 네트워크 거버넌스 모형을 제안한다. 제안된 3단계 네트워크 거버넌스 모형을 테스트하고, 정제하고, 그리고 확장하는 기회들은 공공 네트워크 거버넌스의 전반적 지식 축적에 공헌할 수 있으리라 믿는다.
