가상물량배정을 통한 기초자치단체 보조금 통합관리시스템 설계 및 구현 = Design and Implementation of Grants-in-aid Integrated Management System by a Virtual Amount of Material Assignment in Fundamental Self-Governing Body

The research which it sees against a fundamental self-governing body grants-in-aid integrated management system design and implementation which lead it researched a virtual amount of material assignment.
The grants-in-aid system is to relationship with the fundamental self-governing body and the resident and from it brings the change in indirect administration from traditional direct administration and it is one administrative system.
In order to inspire an income augmentation and engaging in agriculture which competitive power reinforcement and the farm worker who lead the productivity improvement of the farming village are stabilized desire excavation & it reared the income enterprise and the catalyst role it will can support it did it came.
The problem point of grants in aid is an elder brother criticism characteristic to the local resident and it will be able to support the objective ground is insufficient, with the station star which manages a grants-in-aid it manages a data with separate way and the data sharing of station for is difficult.
After grants-in-aid supporting there is to a management and standard anger there is a place limit which it does.
Virtual amount of material assignment to lead with solution plan of this problem point and before supporting a grants-in-aid, the grants-in-aid integrated management system which is the possibility of trying to predict a result to plan to the implementation.
And about under analyzing and evaluation in order it opens to the public the grants-in-aid operation actual condition to the resident and as the fundamental self-governing body to become the grants-in-aid operation which is responsible characteristic, must endeavor.

국문 초록 (Abstract)

본 기초자치단체와 지역주민과의 관계에 있어서 보조금 제도는 전통적인 직접 행정에서 간접 행정으로의 변화를 가져오게 한 대표적인 행정 장치로서 그 역할을 수행해 왔다. 보조금은 농촌의 생산성 향상을 통한 경쟁력 강화 및 농업인의 안정된 소득증대와 영농의욕을 고취시키기 위하여 농업소득사업을 발굴˙육성하고 지원할 수 있는 촉매제다. 그러나 기초자치단체에서는 한계성이 있는 재원으로 지역주민의 다양한 욕구를 충족시키기에는 재정적으로 어려운 상황이다.
그동안 기초자치단체의 보조금은 수요자보다는 공급자 중심에서 기초자치단체의 자의적 판단이 크게 작용해 왔다. 그리하여 본 연구는 가상물량배정을 통한 기초자치단체 보조금 통합관리시스템 설계 및 구현에 대하여 연구하였다.
보조금 제도는 기초자치단체와 주민과의 관계에 있어서 전통적인 직접 행정에서 간접 행정으로의 변화를 가져오게 한 행정 장치이다.
농촌의 생산성 향상을 통한 경쟁력 강화 및 농업인의 안정된 소득증대와 영농의욕을 고취시키기 위하여 소득사업을 발굴˙육성하고 지원할 수 있는 촉매제 역할을 해 왔다.
보조금의 문제점은 지역주민에게 형평성 있게 지원할 수 있는 객관적인 근거가 미흡하고, 보조금을 관리하는 부서별로 자료를 별도로 관리하고 있어 부서간의 자료공유가 어렵다.
또한 보조금 사후관리에 있어 표준화하는데 한계가 있다.
이 문제점의 해결방안으로 가상물량배정을 통해 보조금을 지원하기 전에 결과를 예측해 볼 수 있는 보조금 통합관리시스템을 설계하고 구현하는 것이다.
그리고 보조금 운영실태를 분석 및 평가하여 주민에게 공개함으로써 마지막까지 기초자치단체로서 책임성 있는 보조금 운영이 되도록 시스템화 해야 한다.
