제주국제자유도시 발전을 위한 제주어 육성 정책의 진단과 향후 과제 = An An1a1ysis and some Suggestions of the Po1icy of the Jeju Dialect Promotion for the Development of Jeju Free International City

국문 초록 (Abstract)

제주도 발전을 위해 제주국제자유도시 조성 사업은 반드시 성공해야 하지만 정체성을 잃은 발전은 의미가 없다는 점에서 제주어 육성은 소홀히 해서는 안 되는 과제이다. 현재 제주어는 급격히 소멸의 길을 걸어가고 있는 중이며 이를 막거나 늦추기 위한 노력은 한시도 지체되어서는 안 된다. 유네스코는 2010년 제주어를 위기에 처한 언어 중에서 네 번째 단계인 심각하게 위기에 처한 언어로 규정하였다. 이는 제주어가 소멸 위기에 처해 있음을 국제적으로 인정한 것이며 제주어 부활을 위해 노력하지 않으면 안됨을 의미한다. 제주어를 부활시키는 방안으로 몇 가지를 들 수 있는데 제주어를 보존하고 있는 어르신들을 활용하여 그들의 말을 녹음하고 교육 현장과 연계하여 자라나는 세대에게 제주어를 가르쳐야 한다. 제주어를 자유롭게 들어볼 수 있고 사용할 수 있는 제주어마을을 건립하여 운영하여야 한다. 학교 정규 교육 과정에서 제주어 교육을 포함해야 한다. 제주어능력 시험을 실시하여 성적 우수자를 우대함으로써 제주어에 대한 관심을 불러 일으켜야 한다. 방송에서 제주어를 더욱 많이 사용하도록 유도하여야 한다. 또 기초적인 제주어를 보여주는 상품을 개발하여 제주어를 알리는 일에도 관심을 기울여야 한다.

다국어 초록 (Multilingual Abstract)

The construction of Jeju Free International City should be successful, and it must accompany the preservation and promotion of the Jeju dialetct because develoment with the loss of identity is meaningless. The Jeju dialect is facing the serious crisis and the efforts to survive should promptly be made. In 2010 UNESCO added the Jeju dialect to its Atlas of the endangered languages as a critically endangered language, and it means that we should try to make an effort to revive the Jeju dialect. I suggest some plans to revitalize the Jeju dialed as such. Governmant should collect the speech of senior people well-versed in the Jeju dialect and use them as assistant teachers in the Jeju dialect education Jeju dialect village where people can freely hear and speak the dialed should be constructed in the Jeju province. The Jeju dialed should be included in the regular curriculum of schools. Jeju dialed proficiency test has to be implemented and the outstanding persons should get benefit from it More programs in televison and radio dealing with the Jeju dialed should be made and various sightseeing goods utilizing the Jeju dialed needs to be developed.
