유보통합정책 형성과정의 비판적 담론분석 = Critical Discourse Analysis of the Integration Policy-Making Process of Early Childhood Education and Care

다국어 초록 (Multilingual Abstract)

This study analyzed the historical process, social context, policy network, genre and major discourses of Park Geunhae government's integration policy-making process of ECEC using critical discourse analysis. The results of the analysis are as follows. First, integration policy-making process of ECEC is based on the following: Emphasis on the binary system of ECEC as a social issue Adoption of integration policy of ECEC as an agenda of policy Announcement of integration plan of ECEC Implementation of pilot project and policy promotion. Second, integration policy-making process of ECEC is linked to the social contexts such as globalization, starting point equality, low fertility, and local elections. Third, in integration policy-making process of ECEC, a wide network was formed, but the President was the initiator of policy discourse as an indicator. Fourth, related groups are exploring interaction with other groups by using various genres, but the direction of policy that each group is aiming at was different. By analyzing integration policy-making process of ECEC of the Park Geunhye government, it can be seen that the policy is a unilateral or bilateral interaction process between the dominant social order and the groups claiming different policy discourses. Therefore, it is suggested that the policy-making process is a complex social phenomenon that demands not only the social context such as globalization and localization but also the interaction between related groups.

국문 초록 (Abstract)

이 연구는 비판적 담론분석 기법을 활용하여 박근혜 정부의 유보통합정책 형성과정의 역사적 과정, 사회적 맥락, 정책 네트워크, 그리고 장르와 주요담론 등을 분석하였다. 분석결과다음과 같다. 첫째, 유보통합정책은 ①영유아교육과 보육의 이원화체제의가 사회문제로 부각②유보통합이 정책의 아젠다로 채택 ③유보통합방안(안) 발표 ④시범사업 실시와 정책 홍보등의 과정으로 형성되었다. 둘째, 유보통합정책의 형성은 세계화, 출발점 평등, 저출산, 지방선거 등의 사회적 맥락과 연결되어 있다. 셋째, 유보통합정책을 형성하는 과정에서 광범위한네트워크가 구성되었으나, 대통령이 지시자로서 정책담론의 촉발자였다. 넷째, 관련 집단은다양한 장르를 활용하여 다른 집단과의 상호작용을 모색하고 있지만, 각 집단이 지향하는 정책의 방향은 달랐다. 박근혜 정부의 유보통합정책의 형성과정을 분석함으로써, 정책은 지배적인 사회질서와 각기 다른 정책담론을 주장하는 집단 간의 일방적 혹은 쌍방적 상호작용 과정임을 알 수 있다. 따라서 정책의 형성과정은 세계화와 지역화 등의 사회적 맥락뿐만 아니라관련 집단 간의 상호작용에 대한 이해를 요구하는 복잡한 사회현상임을 알 수 있다.
