土地情報의 效率的 利用에 관한 硏究 = A Study on Effective Use of Land and its Related Information

This study aims to propose the alternatives for effective use of land and its related information with meeting increasing needs of land infomation and recovering confidence on the existing land information for performing land strategies.
To propose the alternatives, various reports, proceedings, and texts on cadastre, registration, land conveyancing, and land pricing system which were issued by several governmental authorities comprising the Ministry of Home Affairs and National Computerization Agency were fully analysed, hence analysis on status and problems of the existing land information was followed in this study.
There are fundamental problems to execute functions of registration publicity with the cadastral and registration system because of its duality of register and land records, so it drops confidence of land information, causes many land-related conflicts, restricts property protection and land rights, and makes hindrance of state's land-related policies. and makes hindrance of state's land-related policies. The problems of double registration of same items in register and land records can not also ignored.
In land-related taxation system, the tax on land conveyancing and sale is relatively high rather than that of land occupation and it is particulary strong in restraint of land speculation which is far from its original objective, so it results restriction of smooth land transfer and land storage, use, and exchange of land information.
It was also remarkable that land market in land transaction system according to the localization of land information and lack of speciality of land agents was incompetent, thus it made poor harmony with other system in land licence and return system, infracted economic principle in land value infracted economic principle in land value system because of
goverment's uniformed notification of land price.
To mount the above mentioned problems and to improve the existing land related systems, the need of standardization and unification of land and its related information was recommended. So it was reviewed that recent land informatization and the alternatives of standardization and unification of land and its related information were proposed in this paper.
And also it was needed that comprehensive land information network in which state, entreprises, and people can use easely the benefits of land registration publicity system, land taxation system, land transaction system and land value system was established.
Needless to say, it is needed to set up sound organization which collects, mamages, processes, and distributes land-related information after creating circumstances for interexchange and collecting of land-related information as the first stage because the unification of all system is not always desirable.
