통제영 군점수조(統制營 軍點水操) 연구 = Tongjeyeong s military roll call and the naval forces exercise

국문 초록 (Abstract)

고려 말 이래 왜구의 침략이 잦아지자 조선 초기부터 왜구토벌을 위한 수군체제의 정비가 한층 강화되었다. 수군조직을 재편하는 등 수군에 대한 제반 국방책의 추진과 함께 군수품과 병선을 점고하고, 바다에서 진치고 전투하는 법을 조련하는 군사점고 및 수군조련 또한 지속적으로 추진하였다. 그리고 육군의 지역방어전략인 진관체제를 수군에 적용시킴으로써 각 지역별로 왜적에 대응하는 연해안방어체계를 구축하였다.
조선 중기 임진왜란 때의 수군 승리는 이러한 진관체제 및 주사도 분군제도와 성진법에 의한 오랜 수군훈련의 바탕과 이를 기동성 있게 적절히 운용한 이충무공의 탁월한 지휘력에서 기인한 것으로 해석된 다.
그 후 삼도수군통제사의 통합지휘체제와 함께, 임란 직후 통제영을 현 통영시 지역으로 이진함으로서 영문의 번영과 함께 군점수조 또한 보다 제도화되기 시작했다. 결국 조선후기 통제영의 군점수조는 통제사의 가장 대표적 군무 가운데 하나로서 수군운영의 핵심을 이루었 으며, 남해안 관방 최대 규모의 군사훈련 및 군영의식으로 자리 잡게 되었다.
그리고 군점수조 때에는 예하 장령들의 전투능력 평가와 이를 심사하여 포상과 죄를 내리는 사공죄(査功罪)를 시행했다. 그리고 수조 후에는 시사(試射)를 행하여 군사들의 사기진작과 연무를 장려하고 인재를 뽑았으며, 군사들에게 음식을 나누어주는 호궤(犒饋)를 거행하여 위로하기도 했다.
이와 같은 조선 후기 수군의 군점수조는 봄에 통제영의 본영 앞바 다에서 합조로 거행하는 춘조와 그리고 가을에 각 수영별로 그 앞바다 에서 거행하는 추조로 나누어 매년 봄가을 2회 시행되었다.
이러한 통제영 군점수조는 앞으로 이순신을 주제로 하는 각 지역 축제에서 보다 현장성 있는 문화콘텐츠로 활용되는 방안이 모색되기를 기대한다.

다국어 초록 (Multilingual Abstract)

As Japanese invasions have occurred since the end of the Koryo Dynasty, the government has been strengthening the system for Japanese colonial rule since the early Joseon Dynasty. Military officers also carried out military operations and training to fight and solidify in the sea, along with the implementation of various defense policies, including the reorganization of the structure of the military. And by applying the Army s regional defense strategy, to the army, each district was established with an annual defense system against Japanese aggression.
The victory of the naval forces during the Japanese Invasion of Korea in the mid Joseon Dynasty was based on the long training of the Joseon Dynasty and the Seongjin Act.
And along with the combined command of three Province, the military service group began to become more prosperity of Tongjeyeong by move to the current Tongyeong area shortly after Japanese invasion of Korea in 1592. In the end, Tongjeyeong s military roll call and the naval forces exercise in the late Joseon Dynasty became the largest military drill and military camp ceremony.
