2003 동아시아 한문교육 국제학술대회 - 『한자문화권과 한문교육』 ; 한국의 초등학교 한자 교육의 현황과 과제 = The Present Conditions and Future Themes of Elementary Chinese Characters Education in Korea

This research was conducted to survey the present condition and real situations of elementary Chinese characters education based on the seventh national curriculum and to propose the future themes for the next national curriculum. To execute the research objectives, organizations of discretionary activities, a disposition criterion of discretionary times, a national criterion of formation and management, criterions of provincial or metropolitan education office and the local curriculum were surveyed Based on the surveying, several future themes for elementary Chinese characters education were proposed After surveying the national curriculum about the discretionary activities, even thought there were the law bases to enforce the elementary Chinese characters education, but it was found out that there were no explicit definitions on elementary Chinese characters education in the discretionary activities of the sixth national curriculum and discretionary times of the seventh national curriculum. Though it was possible to enforce the elementary Chinese characters education through school discretionary times and discretionary activities, the establishment of English subject and the intensifications of information communication technology have affected much on getting and the managing the law-alloted times in the elementary Chinese characters education. According to surveying the criterion for discretionary activities of 16 provincial and metropolitan education office, some education offices have presented programs for Chines characters education as the contents of discretionary activities. Owing to some programs were defined officially, which were not explicitly on the national level, books concerned with the elementary Chinese characters education were developed and qualified by the dean of each provincial and metropolitan education. This point reflects the important change of insight to the elementary Chinese characters education. According to surveying the local curriculum of 16 province and metropolitan cities, it was found out that they have selected and managed teaching materials related to Chinese characters education as the contents of discretionary activities in the elementary schools. Qualified books, encouraging learning materials, published books by the press and the internet web-sites have been used. We have to search the new ways to develop elementary Chinese characters education, because of the educational needs and requests of the times. To meet above needs and requests, several future themes could be proposed as follows: First, to induce the interests of learners about and to pay attention to the elementary Chinese character education are necessary. Second, scientific and theoretical researches are needed for developing Chinese character education curriculum, defining objectives and characteristics, and developing contents and contents formation. Third, Chinese characters books should be developed, which could motivate students and be suitable for learner-centered curriculum. Last, intentions and objectives for understanding and appreciating national-classical and eastern-classical cultures, and promoting national-classical cultures should be subsumed into the characteristics, contents and teaching-learning of Chinese characters education.
