열린 체제와 경제-안보 상호작용의 지경학: 독일의 러시아 에너지 의존 분석 = Open-ended Geoeconomics of Economic-Security Interaction: How dependent is Germany on Russian Gas?

The Ukraine crisis is further increasing the existing international systemic changes, namely the intensifying strategic competition between the US and China and protectionist tendencies caused by the COVID-19. The aspect of positive development with interdependence resulting from the expanded global supply chain that has driven the growth of the world economy through globalization has been transformed into a negative vulnerability of weaponization of interdependence, which is expanding discussions on economic security This study identifies Germany's energy dependence on Russia and analyze the process of why Germany came to such a serious dependence on Russia with the perspective on geoeconomics of economic-security interaction. The process of Germany's energy dependence on Russia is analyzed by distinguishing structural changes by period of international factors that change the relationship between Germany and Russia through natural gas, and Germany's response to this based on structure-actor/economy-security analysis. As a result, the scope of economic security is expanding to various areas such as global supply-chain instability and harsh competition in the field of digital and technological innovation. Germany's economic security field interacts with the changing structure of the world system. The possibility of Korean implication is sought exploring German economic security policy and future direction.

국문 초록 (Abstract)

우크라이나 사태는 기존의 국제체제적 변화, 즉 미-중 전략경쟁의 심화와 코로나-19 팬데믹으로 인한 보호주의적인 경향성을 더욱 증가시키고 있다. 그동안 세계화를 통해 세계 경제의 성장을 견인해온 확대된 글로벌 공급망으로 인한 상호의존성을 통한 긍정적 성장의 측면을 상호의존의 무기화라는 부정적인 취약성으로 변화시키며 국가 경쟁력의 약화를 넘어 국가안보의 위협으로 간주하여 경제 안보 논의를 확대하고 있다.
본 연구는 독일의 대러시아 에너지 의존 현황을 파악하고 독일이 왜 이러한 심각한 러시아 의존 상황에 이르게 되었는지에 대한 과정을 경제-안보 상호작용의 지경학을 통해 분석하고자 한다. 독일과 러시아의 천연가스를 매개한 관계를 변화시키는 국제적 요인의 시기별 구조적 변화를 구별하고 이에 대한 독일의 대응을 구조-행위자/경제-안보 분석을 통해 독일의 대러시아 에너지 의존과정을 분석한다. 결과적으로 경제안보의 범위는 글로벌 공급망(supply-chain) 불안, 디지털·기술혁신 분야의 무한 경쟁 등 다양한 영역으로 확산하고 있다는 점에서, 변화하는 세계 체제의 구조와 상호작용하는 국가 독일의 경제 안보 분야의 정책과 향후 방향성의 탐색을 통해 한국적 적용 가능성을 모색한다.
