建設工事現場에서의 環境管理 實態와 改善方案 = Improvement of environment management at construction work site

Due to the recent upgrade of the way-of-life, general people show a tendency to increase the quality of their life.
In this regard, while the substantial increase of public complaints on the construction pollution such as noisy, vibration, air-pollution and etc. is the general tendency, there is no appropriate inducement for the decrease of the environmental pollution in the policy on the environmental restriction, and the governmental administration of the lean-to-one-side restriction policy leads to the alienation of the reality, so that the reform measure shall be taken urgently.
To this end, we can find out and take a possible reform measure for the problems by studying and analyzing through the questions on the reality of management in the construction sites, which are generally practicing the real environment-factor-management system among the several phases of the construction environment-
managements.
After the analysis of the result, the standard of
environmental restriction such as the quality of water, air, vibration, noisy and etc.
is generally being observed, and the environment management is systematically implemented, while the following three problems are shown in the end.
1. the construction-environment-management is carelessly handled regardless of the importance
2. the problems on the security of the economic viability for the investment on the environment-cause-factor, which is continuously happening in the progress of the construction works with the air-field of 71.4% in checking & indicating aspects
3. since the cost of 48% in the construction works is only
incorporated into the contract amount, the non- incorporated additional cost is burdened to the client with the cost of only 27%, which is the main obstacles to implement the environment-friend construction business
For the reform measure in this regard, the followings are proposed;
1. the introduction of qualification system for the construction-environment-management and the upgrade of professionalism by the compulsory appointment of environment manager
2. the expansion & standardization of the environment management cost for the inducement factor to decrease the environment pollution
3. the introduction of construction-environment-index in enforcement of self-imposed environment management
4. and the supplementation of the relevant rules incorporated with the special quality of construction business
With these efforts for the supplementation of system, continuous educational training and publicity activities towards people, the advanced construction - environment-management and environment-friend construction business will be materialized in the near future.
In addition, as a limitation in the process of implementing the study until now, the environmental surroundings in the whole process of construction business such as the studying, planning, engineering, construction and maintenance of the facilities should be secured for the implementation of the environment-friend construction business.
However, this study have focused the qualitative study to come up with the reform measure by studying and analyzing the realities of the environment-management in the construction sites which are the last points of the whole process, so that it is the unavoidable limitation to secure the environmental surroundings in the studying, planning or engineering works. Also, even the standard of environmental restriction is being observed, it is studied that the complaints of 53.7% have happened, while this study could not find out the causes thereof.
Should we find the alternative plan such as the enforcement of the restriction through the deep study on the complaint-casuse-factor,
the construction business management will be advanced.
