국토-환경계획 통합관리를 위한 계획특성 분석: 제5차 국토종합계획 및 국가환경종합계획을 사례로 = Planning Characteristics for the Integrated Management of the National Territorial–Environmental Plan: A Case of the 5th Comprehensive National Territorial Plan and the 5th Comprehensive National Environmental Plan

With the growing need for integrated management of the national territorial environmental plan, South Korea has enforced a coordination between the 5th Comprehensive National Plans through the enactment of a Joint Instruction. However, the effectiveness of this policy has faced criticism by some scholars due to a lack of balanced consideration for the National Territorial Plan, a thorough analysis of the 5th Comprehensive National Plan subject to the integration management, and an investigation of the connection between planning characteristics and the Joint Instruction. Consequently, a systematic review of planning characteristics, with respect to integrated management, is crucial. This entails a comparative study focused on the characteristics of the national territorial–environmental plan as guided by the Joint Instruction. This study employs topic modeling to analyze and compare the characteristics of the 5th Comprehensive National Territorial Plan and the 5th Comprehensive National Environmental Plan, both individually and in an integrated manner (national territory + environment), and to scrutinize the relationship between the integrated analysis outcomes and the integrated management issues stipulated by the Joint Instruction. The results reveal that six topics were identified at the integrated level: sustainability, living environment, governance, industry, disaster, and environmental pollution. The living environment, governance, and industry topics align with those of the Comprehensive National Territorial Plan, while governance, disaster, and environmental pollution overlap with the Comprehensive Environmental Plan’s topics. Furthermore, environmental pollution emerged as the most extensively addressed topic within integrated management issues, whereas governance and living environment were relatively insufficiently addressed. Therefore, to enhance integrated management in the future, it is imperative to fortify the governance system to ensure ongoing policy cooperation in the domain of national territory and environment. Additionally, developing a spatial environmental management strategy that focuses on infrastructure and services is crucial to improve the living environment.
