일본의 지구온난화에 관련한 교통정책의 변화 = 2005년 이후 교토의정서 적용시기 전후를 중심으로

국문 초록 (Abstract)

일본은 그 동안 소통중심의 교통정책에서 이제는 환경을 고려한 교통정책으로 크게 변화하고 있다. 이러한 배경에는 일본이 국제적으로 교통부문의 이산화탄소배출량이 미국에 이어 2번째 국가라는 인식과함께 2008년 후쿠다 정부가 6월에 후쿠다 비전을 발표하고 2008년 7월에는 도야코 정상회담에서 환경문제를 주요이슈로 삼는 등 최근의 변화에 기인하고 있다. 일본은 교토의정서에서 정한 2008?2012년까지 이산화탄소 감축 목표를 달성하는 것이 매우 어렵게 되었다. 이에 일본정부는 매우 적극적인 여러 가지 정책목표와 수단을 만들고 이를 적극적으로 추진하고 있다. 본 연구에서는 교토의정서가 발효되는 2005년 이후 일본정부의 지구온난화에 적극대처하기 위한 일본의 교통정책을 분석하여 보고 이에 대한 시사점을 살펴 향후 우리나라의 교통정책의 도입가능성에 대해서 살펴보았다. 특히, 화물운송을 중심으로 하는 물류분야에서의 각종 정책들을 살펴보았는데, 종합물류정책대강, 물류종합효율화법과 세제지원, 수송수단전환의 실증실험제도 등 정부가 추진하고 있는 정책과 함께 그린물류 파트너십, 에코레일 등 민간부분에서의 정책 등에 대하여 살펴보았다. 일본의 교통정책 변화에 대한 분석을 통하여 우리나라에서도 교통정책의 획기적인 변화가 필요하며 그것은 온실가스저감형 교통체제로의 변화이다. 즉, 환경 친화적이고 저탄소의 교통수단인 철도 등을 집중적으로 육성하고 관련시설을 확충해야 할 것이며, 이를 위한 법과 제도가 확립되어야할 것이다. 또한 지구온난화와 관련한 적극적인 리더십과 구체적인 예산배분 등의 노력이 필요하며, 생활부분에서 쿨 어스와 같은 실천할 수 있는 프로그램이 마련되어야 할 것이며, 이를 위해서 대중교통을 이용할 경우에 대한 세제지원 등 적극적인 프로그램을 개발하여야 할것이다.

다국어 초록 (Multilingual Abstract)

Now Japan is changing greatly to the transportation policies that took environment into consideration at transportation policies. This is orginated in an environmental issue in recent changes such as Japan`s carbon dioxide amount of discharge of a traffic section and Fukuda vision announced by Fukuda government and an environmental issue in Doyako summit. Japan is difficult to achieve a carbon dioxide reduction goal until 2012 which decided on Kyoto protocol. The Japanese government makes various policy and means aggressively. We tried to analyze a Japanese transportation policy that concerned earth global warming of the government after 2005 Kyoto Protocol, and we checked hint point regarding this in this study, and we try to get some introduction possibility of a transportation policy of future our country. Specially, we have looked into all kinds of policies for logistics fields. A revolutionary change of a transportation policy is necessary through analyses regarding a Japanese transportation policy change in our country, and it is a change toward a greenhouse gas that is transit traffic system. That is, we are eco-friendly, and we rear intensively the railroads which are a traffic means of low carbon etc., and we should expand related facilities, and law department system for this shall establish it. Also, effort such as earth global warming and related aggressive leadership and a concrete budget distribution etc. is necessary, and the program that we can practice like cool earth shall be got in life parts.
