한국의 전자정부 추진실태와 발전과제 = 국가정보화 기본계획을 중심으로

국문 초록 (Abstract)

지금까지의 우리나라 정보화는 전자정부를 필두로 한 행정 정보화 위주로 추진되어 세계수준의 전자정부 기반을 구축하였으며 기업과 정부의 공동 노력으로 기업 정보화에서도 어느 정도의 실적을 거두고 있지만 국민 개개인의 생활에 관련된 정보화에는 정부의 지원이 미흡한측면이 없지 않다. 새로운 기술의 도입으로 기업과 산업의 디지털화는 점점 확대되고 있음에도 불구하고 개인 삶의 영역에는 이러한 정보화의 혜택이 전달되기 위한 방법과 제도의 개발이 시급한 실정이다. 본 연구는 정보화 사회의 도래에 따른 변화에 적합한 정부조직인 전자 정부에 대한 이론적 배경을 고찰 한 후 우리나라의 전자정부 실태를 분석하고 앞으로 우리나라에서의 효율적인 전자정부 구현을 위한 방안을 살펴 보고자 하였다. 또한 단순히 작고 효율적인 정부보다는 실용적이고 적극적인 능력 있는 정부를 구현하기 위한 전략으로서 전자정부 실현에 대해 학자들의 연구 자료를 종합해 분석해 보고 지금까지 우리나라 정부는 어떻게 전자정부를 추진해왔고, 전자정부 구현에 있어 정부업무의 정보통신 기술 도입과 구체적인 응용분야의 활용은 무엇인지를 국가정보화 기본계획을 중심으로 추진과제를 파악하여 전자정부의 구현을 위한 제언을 하였다.

Thus far, the informatization of Korea has been established through the administrative informatization stemming from the concept of electronic government, and the business informatization has been achieved to a certain extent in cooperation with the government and industries. However, the government does not fully support the informatization related to individuals` lives in some respects. Despite the fact that digitalization in businesses and industries has been increasingly expanded with the introduction of new technology, such benefits from informatization are much in need in the area of personal sectors. In this paper, we first consider the theoretical background regarding electronic government which is adequate for the changing form of government with the advent of information society. We also analyze the current situation of electronic government in Korea and explore the ways to implement the efficient electronic government of Korea in the future. In addition, we analyze various research results related to the implementation of electronic government as a strategy to realize the practical and dynamic government rather than simply small and efficient government. Based on the analysis, we propose an alternative to implement electronic government. Finally, reviewing how the government has so far planned electronic government, we consider the government`s task related to the introduction of the technology of information and communication in the government work and the actual utilization in the applied areas to implement electronic government centering around the basic plans on the national informatization.
