사회문제해결형 연구개발사업의 정책문제와 전략에 대한 구성주의 정책분석 = A Constructivist Inquiry into Policy Problems and Strategies in Social Problem-solving R&D

This study undertakes a constructivist policy research to contribute to a reflective understanding of Korea’s prominent social value-oriented national R&D initiative, the social problem-solving R&D program. Through an analysis of literature and interviews with policy officials, the study delves into how key actors interpreted and represented the policy problems and implementation strategies of this program, exploring the contextual factors shaping them and examining alternatives interpretations. The findings reveal that, despite the program’s innovative aspects, the officials responsible for the planning and implementation of it approached policy problems and strategies from a traditional science and technology(S&T)-centered perspective. The interpretation of policy problems rested on a steadfast belief in the utility of S&T rather than a reflexive consideration, resulting in a framing of policy problems as a need to strengthen the role of S&T rather than expanding its social values or responsibilities. Notably, the Living Lab, a crucial policy strategy, was introduced primarily as a means for user participation in R&D, sidelining citizen participation that emphasizes citizens as political actors. The expansion of the Living Lab was driven by the perception that it enhances technology usability, reinforcing the overarching S&T-centric paradigm.

국문 초록 (Abstract)

이 연구는 한국의 대표적인 사회적 가치 지향형 국가연구개발사업인 사회문제해결형 연구개발사업에 대한 성찰적인 이해를 증진하기 위해 구성주의 정책분석을 시도한다. 이를 위해 문헌연구와 정책관계자 인터뷰 결과를 분석하여, 이 사업의 정책문제와 추진전략이, 어떤 맥락에서, 어떤 해석과 재현을 통해, 현재의 모습으로 나타나게 되었고 또 어떤 대안을 배제하였는지를 살펴보았다. 그 결과 사회문제해결형 연구개발사업이 여러 혁신적인 모습을 지니고 있지만, 실제 이 사업을 기획하고 실행했던 관료들은 여전히 전통적인 과학기술 중심의 입장에서 정책문제와 추진전략을 해석하고 있었음을 밝힌다. 과학기술에 대한 성찰이 아니라 과학기술의 유용성에 대한 확고한 믿음이 정책문제의 해석에 전제되어 있었고, 그 결과 정책문제는 사회적 가치나 책임 확대가 아니라 과학기술의 역할 강화를 요구하는 것으로 번역되었다. 핵심적인 정책적 전략인 리빙랩 역시 정치적 주체로서의 시민참여라기보다 기술의 최종 소비자로서의 사용자 참여로 기획되었다는 특징을 갖는다. 결국 사회문제해결형 연구개발사업에서 리빙랩의 수용과 확산의 배경에는 리빙랩이 기술의 활용성 강화를 위한 수단이라는 인식이 놓여있었다.
