Traditionally the argument on the chain-of-causation of loss adjustment has been one of the main topis in marine insurance to determine the scope of liability. However, as the liability insurance grows rapidly, the direction of the argument should be changed. Considering that the insured` intention or negligence is one of the causes of the accidents in majority cases in liability insurance, the argument on the chain-of-causation of loss adjustment should be as follows. The limit of the loss should be fixed first and then the scope of liability should be confined.
