주택분야 통계의 현황과 과제 = Understanding Housing Statistics and Its Tasks

국문 초록 (Abstract)

본 연구는 현행 주택관련 정부승인 통계를 대상으로 통계의 생성배경과 특성 등을 설명하고, 향후 발전방안을 논의하는데 목적이 있다. 이를 위하여 먼저 주택관련 통계의 내용과 종류, 생산기관 등을 소개하였다. 그리고 주택정책의 시대적 특성에 따라 공급위주의 시대, 수요관리 위주의 시대, 그리고 주거복지 위주의 시대로 구분하여 그 시대를 반영하는 통계의 생성 및 특성을 설명하였다. 이에 더하여 주택분야에서 가장 대표적인 통계인 주택총조사와 주거실태조사, 주택가격동향조사와 아파트실거래가조사 등 두쌍의 통계를 상호 비교하였다. 이러한 주택관련 통계의 현실을 바탕으로 향후 주택통계가 발전하기 위한 제안으로써 주거복지관련 통계의 선정, 지역통계의 생산, 빅데이터의 활용 등을 제시하였다.

다국어 초록 (Multilingual Abstract)

The primary purpose of this paper is to explain rises and falls of housing related statistics and to suggest future directions for housing statistics. The brief history of housing statistics are described by three distinctive policy orientations -- supply-oriented, demand management-oriented, and housing welfare - oriented policies. For better understandings of housing statistics, two pairs of housing statistics are compared. They are housing census and housing survey, and housing price statistics and real apartment price index. After these comparisons, three tasks to make housing statistics better for housing policies and studies are suggested. The tasks can be summarized by creation of housing welfare index statistics, more statistics of local housing conditions, and utilization of the big data.
