제주특별자치도 사회협약위원회 활성화 방안 = Activation Measures, Jeju Special Self-Governing rovince Social Pact Committee(JSC)

국문 초록 (Abstract)

본 논문은 지역통합과 갈등해소의 기재로서 책임있는 사회협약정치는 어떻게 구현되어야 하는가에 대한 문제의식을 바탕으로 사회협약제도가 발달된 아일랜드, 이탈리아, 네덜란드의 사회협약제도 추진배경과 특징, 사회협약 기구와 운영, 사회적 파트너십 작동과정, 법·제도적 장치 등을 중심으로 제주특별자치도 사회협약위원회와 비교고찰을 실시했다. 이를 토대로 제주특별자치도 사회협약위원회의 안정화 및 실효성을 높이기 위한 방안을 제시하고 있다. 비교고찰 국가들의 사회협약정치는 경제적 위기의식에서 비롯되었지만, 성공요인은 정부, 노동계, 경영계, 시민단체, 전문가들의 상호이해와 배려의 사회적 동반자 정신에서 찾을 수 있다. 현재진행형인 제주특별자치도 사회협약위원회가 활성화되기 위해서는 근본적으로 지역사회의 사회적 동반자 정신의 회복이 절실하며, 아울러 사회협약위원회의 기능과 역할에 대한 재정립과 상설화된 운영시스템 및 이행점검시스템 구축 등의 과제 해결도 시급하다.

The purpose of this study for regional integration and conflict resolution is urgent social agreement politics. Ireland, Italy, Netherlands, Jeju cases were compared with social pact committee. Mainly the background, features, equipment, operations, partnerships, and saw the laws and systems. This has presented ways to activate Jeju Special Self-Governing Province Social Pact Committee(JSC). The success of these countries would cause economic crisis consciousness. In addition, the government, labor, professional, business, civil society, there was a mutual trust and caring. In addition, the government, professional, labor, Management, NGOs were between the trust and caring. JSC is ongoing. Must be restored in the spirit of social partnership. Ireland, Italy, the Netherlands developed social pact system Background and characteristics of systems of social pact, social organization and operating social pact, partnership and social work courses, Jeju Island, with a focus on legal and institutional devices were compared with social pact committee. In addition to redefining the functions and role of the operating system and implementation of a permanent monitoring system is urgently needed.
