The purpose of this study is to help the future regional art museums play their best roles in their regional society by examining the actual operation conditions of the existing municipal art museums and the educational functions of the future art museums as their social roles for cultural activation and presenting improved management plans.
Modern museums try hard to activate the educational functions as their strategies to make fine art cultures popular.
Moreover, public art museums built by huge amount of local tax are quite different from private art museums in a view of making it as the founder like it would be. Public art museums should contribute to form regional public cultures and be devoted to enhance the citizen's life as one of their social roles.
According to government's new culture policy, 'One Art Museum for One Province', the future regional public art museums that start by erecting buildings are different from the exiting art museums which was built by focusing on possession. Therefore, it is more demanded to have new and differential management philosophies for art museums because they should be filled with valuable and contemporary art collection and cultivate regional fine art cultures.
The Korean national art museums should consider desperately a new management that fits the regional actual conditions. It seems that they have no choice but to reconsider the educational functions of art museums and complement educational methods of the existing art museums.
Considering actual educational conditions of regional art museums (Busan, Daejeon, Kwangju) that have already been founded and run for years, we can point out some common problems: (1)there is absence of management philosophies for art museum education(education done at art museums), (2)temporary education events are repeated for focusing on accomplishment, (3)art museum education is put too much stress on educational programs for art experts and art enthusiasts,(4)there is no separate department of education in organization.
As a result, this study have presented new management plans for regional art museums. I have insisted that we need art museums run for educational functions, systems which can help the organic relations in the regional society be established, departments that can take full charge of education be founded and their research ought to expand, in two ways, to 'art museum education' and 'regional culture education'.
In conclusion, I have emphasized (1)the operation of user-centered art museums as social functions of regional public art museums that need to be distinguished from the existing art museums and (2)management philosophies having priority over educational functions as 'open art museums' that can automatically regulate a level with local citizens. Moreover, to present new course for activating educational functions, I have proposed to set up a department of education to stop repetition of temporary education events which have been shown in three regional municipal art museums, to study expertly and continuatively on education as well, to devide educational services into two parts, and to develop educational improvement centering on direct lives for regional culture and art museum education for fine art culture.
As regional cultural traditions and identity reveal in the environment that the group belongs to and emotional relations, it is expected that our broken traditions can be recovered from the study of this regional culture and there can be harmony between universality called globalization and regionalizm called tradition.
