사회영향평가의 모형구축과 적용가능성에 대한 탐색 : 중증장애인 연금제도 도입안을 대상으로 = Constructing a Social Impacts Analysis Model and Exploring Its Applicability: Pensions Scheme for Severely Disabled Persons Case

국문 초록 (Abstract)

본 연구는 사회영향평가의 모형을 구축하고 탐색적 수준에서 적용가능성을 탐색하고자 하였다. 이를 위해 본 연구는 사회영향평가의 개념과 원칙 및 분석과정 등에 대한 검토를 통하여 모형을 구축하는데 있어서 필요한 지침을 선정하였다. 그와 같은 지침을 바탕으로 하여 사회영향평가 모형을 사전준비(변수선정 포함), 분석, 평가/예측, 사후 감시 및 평가, 환류 등의 단계로 구성하였으며, 각 단계별로 필요한 세부단계에서 분석과 평가의 방법 등을 제시하였다. 이러한 방법을 통하여 구축한 모형을 중증장애인 연금제도의 도입에 적용하였다. 이를 통하여 본 연구는 사회영향평가의 목적에 적합한 분석범위의 설정과 분석방법론의 활용에 있어서 정량적 분석과 정성적 분석을 통한 예측의 중요성을 강조하였다. 또한 사후 감시와 평가를 통한 환류과정이 정책의 동태성 확보를 위해 중요한 의미를 가진다는 것을 강조하였다.

다국어 초록 (Multilingual Abstract)

This paper aims at constructing a theoretical model of Social Impacts Analysis(SIA) and exploring its applicability to pensions scheme for severly disabled persons. The paper makes some guidelines necessary for constructing a model, by reviewing existing some concepts, principles, and analytical processes. Based on those guidelines, the paper offers a model composed of five stages such as preparation(including the selection of variables), analysis, assessment/prediction, monitoring/evaluation, and feedback, and presents specific methods for sub-stages of each stages. It applies the model constructed to the introduction of pensions scheme for severly disabled persons. As a result, it put an emphasis on the significance of prediction by quantitative and qualitative analyses in setting up analytical scope and using analytical methods adequate for purposes of SIA. It also stresses that feedback process through monitoring and evaluation is quate important for securing some dynamics of policies.
