This study aims to interpret the survival of commercial facilities in residential neighborhoods in Seoul not merely as an outcome of individual business performance or simple business closure, but as an urban planning indicator for diagnosing the sustainability of commercial space provision and neighborhood service structures by residential neighborhood type. Recent urban planning has increasingly emphasized urban structures in which residential, commercial, and service functions are spatially integrated at close range, as reflected in concepts such as jobs-housing proximity, neighborhood-based planning, and mixed land use. In this context, commercial facilities within residential neighborhoods are important urban components that support residents’ everyday consumption, access to daily-life services, and the functional completeness of neighborhood living areas. However, the survival of such facilities cannot be explained solely by residential population or internal demand within apartment complexes. Commercial facilities are exposed to survival or closure risks through both the surrounding commercial environment, including the density of nearby commercial facilities, distance to existing commercial districts, and relationships with large-scale retail facilities and traditional markets, and the structure of agglomeration externalities within the same neighborhood, such as specialization, related variety, unrelated variety, and competition.
The research problem of this study begins with the possibility that commercial facilities in apartment-dense areas created through redevelopment and reconstruction projects may be supplied without sufficiently reflecting the surrounding commercial structure and internal agglomeration structure. In low-rise residential areas, commercial facilities tend to be formed gradually through everyday streets, pedestrian flows, existing neighborhood commercial districts, and functional linkages among business types. In contrast, commercial facilities in apartment-dense areas are often supplied collectively at a certain scale during redevelopment projects or apartment complex development, based on the demands of redevelopment associations and stakeholders. This may result in functional overlap with surrounding commercial districts, oversupply of commercial space, intensified competition among similar businesses, and imbalance in the internal business composition. These conditions may lead to shorter survival periods of commercial facilities and instability in the provision of neighborhood services. Therefore, this study empirically examines how the surrounding commercial environment and internal agglomeration externalities have differentiated effects on the survival of commercial facilities according to residential neighborhood type.
For this purpose, this study classifies residential areas in Seoul into low-rise residential areas and apartment-dense areas. The analysis focuses on daily-life-oriented commercial and service establishments of less than 500㎡ that opened in 2016, and tracks their operating status until October 31, 2025. The dataset was constructed based on local government licensing and permit data. The variables include individual characteristics of commercial facilities, transport accessibility, the number of nearby commercial facilities, distances to alley commercial districts, traditional markets, developed commercial districts, and large-scale retail facilities, the commercial facility ratio, related variety, unrelated variety, competition, background demand, physical environment, and real estate market factors. The analytical procedure consists of an analysis of business openings and closures by residential neighborhood type, Kaplan-Meier survival curves and log-rank tests, Cox proportional hazards models, Cox models with quadratic terms, variable importance analysis based on Random Survival Forest, and RMST-PDP analysis. Through this process, the study examines not only the average effects of the surrounding commercial environment and agglomeration externalities, but also the nonlinear structures in which these effects change after certain thresholds, as well as the critical ranges by residential neighborhood type.
The major findings are as follows. First, the survival level of commercial facilities differs significantly between low-rise residential areas and apartment-dense areas. Commercial facilities in low-rise residential areas generally show higher survival probabilities and longer survival periods than those in apartment-dense areas. This indicates that the survival of commercial facilities is not simply a matter of supply volume or background population, but is closely related to the spatial structure of residential neighborhoods, the mode of commercial space provision, relationships with surrounding commercial districts, and pedestrian-based daily-life demand. In particular, low-rise residential areas show a relatively stable survival structure because commercial spaces are gradually integrated with surrounding commercial districts and related business types within everyday street and mixed-use environments. By contrast, apartment-dense areas show a relatively vulnerable survival structure because planned commercial spaces within apartment complexes are more likely to face functional overlap with surrounding commercial districts and limited background demand.
Second, the surrounding commercial environment operates differently according to residential neighborhood type. In Seoul as a whole, an increase in the number of nearby commercial facilities tends to raise closure risk, indicating that commercial concentration does not always lead to customer-attraction effects, but may instead generate cumulative competition and demand dispersion. In low-rise residential areas, the number of nearby commercial facilities and their relationship with existing commercial districts may form a basis for neighborhood demand and pedestrian inflow up to a certain level, but excessive concentration may later turn into competitive pressure. In apartment-dense areas, not only the number of nearby commercial facilities but also distances and relationships with alley commercial districts, developed commercial districts, large-scale retail facilities, and traditional markets are identified as important survival factors. This shows that commercial facilities within apartment complexes do not operate solely based on internal demand, but that their survival risk is determined within spatial and functional relationships with surrounding neighborhood commercial districts, existing commercial nodes, and large-scale retail facilities.
Third, agglomeration externalities within census output areas also operate differently by residential neighborhood type. In low-rise residential areas, related variety has a positive effect on the survival of commercial facilities. This implies that when functionally related business types are co-located within a neighborhood, linked consumption, pedestrian flows, repeated visits, and complementarities among business types can positively contribute to commercial facility survival. In contrast, unrelated variety has a negative effect on survival in low-rise residential areas, suggesting that the coexistence of heterogeneous business types not directly connected to neighborhood demand does not necessarily lead to survival stability. In apartment-dense areas, competition and unrelated variety are found to be important factors. This suggests that, within apartment-complex commercial spaces, competition among similar businesses, functional overlap, and market division under limited demand may operate more strongly than complementarities among business types. In other words, agglomeration externalities should not be understood as having uniformly positive effects across all residential neighborhoods. Rather, they should be interpreted as conditional effects that may either promote survival or increase closure risk depending on the spatial structure of the residential area and the mode of commercial facility provision.
Fourth, the surrounding commercial environment and internal agglomeration externalities do not operate linearly. Their effects on survival change before and after certain levels. Variables such as the number of nearby commercial facilities, the commercial facility ratio, distance to existing commercial districts, related variety, unrelated variety, and competition may positively affect survival in some ranges. However, beyond certain thresholds, they may increase closure risk by causing excessive competition, demand dispersion, business-type overlap, and increased differentiation costs. In particular, the commercial facility ratio is identified as a key indicator for determining the appropriate level of commercial space provision. The survival-favorable range is found to be approximately 3.8–3.9% for Seoul as a whole, around 4.3% for low-rise residential areas, and around 1.0% for apartment-dense areas. This indicates that more commercial facility provision is not necessarily desirable. Rather, the appropriate level of provision should vary according to residential neighborhood type, background demand, surrounding commercial structure, internal business composition, and level of competition.
The policy implication of this study is that future redevelopment and reconstruction projects should move away from the existing practice of supplying commercial facilities mainly according to the demands of redevelopment associations and stakeholders. Commercial facility provision through urban renewal projects should consider the scale of existing commercial districts within the surrounding neighborhood, relationships with alley commercial districts, traditional markets, developed commercial districts, and large-scale retail facilities, the commercial facility ratio, same-business competition, related and unrelated variety, and rent levels. In particular, in apartment-dense areas, if the scale of commercial facility provision is excessive relative to the surrounding commercial environment and internal agglomeration structure, it may lead to vacancies, business-type overlap, short survival periods, and instability in neighborhood service provision. Therefore, future redevelopment projects need to introduce a neighborhood-level commercial facility capacity assessment or commercial district impact analysis, similar to traffic impact assessment. Such an institutional framework would enable a commercial facility supply adjustment system that reflects both the surrounding commercial environment and internal agglomeration externalities.
Academically, this study contributes by defining the survival of commercial facilities not as an individual business performance indicator, but as an outcome variable that reflects the sustainability of neighborhood living-area functions. In doing so, it connects the logic of neighborhood planning in urban planning with research on firm survival and agglomeration externalities. In addition, by distinguishing the surrounding commercial environment as an external relationship with existing commercial districts and agglomeration externalities as the internal business composition and competitive structure of the neighborhood, this study empirically demonstrates that commercial facility survival is determined through the interaction between external commercial districts and internal industrial structure. Furthermore, by combining Cox proportional hazards models and Random Survival Forest, this study sequentially analyzes average effects, variable importance, and nonlinear transition structures by residential neighborhood type. In this respect, the study confirms that the survival mechanism of commercial facilities differs according to residential neighborhood type. Overall, this study provides an urban planning basis for evaluating the survival of commercial facilities as a criterion for the adequacy of commercial space provision, the sustainability of neighborhood services, and the management of commercial facility supply in redevelopment projects.
