정책과정(policy process), 정책변동(policy change)에 관한 연구논문 분석 = A Review of Studies on Policy Process and Policy Change in Korea : Focusing on Advocacy Coalition Framework along with Multiple Streams and Policy Network

국문 초록 (Abstract)

이 논문은 우리나라의 정책과정 및 정책변동에 관한 연구논문의 경향을 분석하고자 한다. 가장 대표적으로 많이 사용되고 있는 옹호연합모형(Advocacy Coalition Framework), 다중흐름모형(Multiple Streams), 그리고 정책 네트워크(Policy Network)의 연구들을 2000년 이후 주요 학회지에 출판된 연구논문들을 중심으로 살펴보았다. 그 중에서도 옹호연합모형의 논문들을 심층적으로 분석하여 연구의 흐름과 특징에 관해 논의하였다. 살펴본 결과 2000년 초반부터 연구들이 시작되어 2010년 이후 증가하는 추세이다. 예상한 바대로 ACF논문이 MS논문보다 우리나라 정치 · 행정상황을 반영하듯 많았고 PN의 연구도 예상외로 ACF연구 숫자와 비슷하였다. 다양한 주제를 반영하였고, 특정 분야의 연구에 치중한 것은 아니었고, 각 정부, 시대별로 주요한 이슈를 실용적으로 다루었다는 것을 확인할 수 있었다. 또한 현실 이슈분석을 통한 실용적 연구가 많이 진행되어 왔고 주요 학자들에 의한 몇 편의 이론적 논의를 한 연구도 있었다. 최근에는 ACF에 MS의 요소를 추가적으로 덧붙이는 결합적인 연구들 그리고 네트워크 분석이라는 방법론을 추가적으로 사용하는 연구들이 있어왔다. 추후 미국 ACF연구경향과의 비교분석을 통해 우리나라 ACF연구의 특징을 더욱 더 심층적으로 파악하는 것이 필요하며 또한 ACF연구의 확대 적용을 통한 이론 발전을 모색할 필요가 있다.

다국어 초록 (Multilingual Abstract)

This manuscript reviews the trends and characteristics of studies on policy change and policy process in Korea, focusing on studies utilizing Advocacy Coalition Framework (ACF) along with Multiple Streams(MS) and Policy Network(PN). Looking at the published articles, from 2000 to 2015 of highly ranked and cited journals in KCI list, we found that studies have sharply increased since 2010. As we propositioned, studies utilizing ACF are done more than the studies with Multiple Streams (MS), reflecting politics and administration environment of Korea. Policy Network studies are published as many as ACF studies, we found. Unlike the studies that were published in the U.S., there was no particular major area of studies in its volume (for example studies of energy policy or environmental policy). But we found there were a few studies reflecting the major issues of each presidency.
Focusing on ACF studies, we found most studies were practical applications to analyse major issues of the society or administration, but a few significant studies of theoretical discussion. Recently, there have been a few studies, attempting to add MS elements to ACF framework as well as using network analysis as a method to enrich the analytical procedures. There is a need to compare with the studies of ACF in the U.S. in depth and increase the ACF studies in future.
