This study investigates why Choseon failed to adopt a consistent balancing strategy during the Ming–Qing transition (1618–1636), despite the clear military threat posed first by Qing. Employing Randall Schweller’s underbalancing theory as the analytical framework, the study examines how four domestic political factors—elite consensus, elite cohesion, social cohesion, and regime vulnerability—shaped foreign policy decision-making under the reigns of Gwanghaegun and Injo. Although the threat from Qing was evident, underbalancing occurred under Gwanghaegun because of low elite consensus, weak political legitimacy, and low social cohesion, even though the elite cohesion remained relatively high. Under Injo, all four factors exerted negative influences, thereby deepening the degree of Choseon’s underbalancing towards Qing. By reinterpreting Choseon’s foreign policy through the lens of domestic political constraints, this study offers empirical insight into the applicability of international relations theories—typically developed from Western cases—to historical East Asian contexts.
