      다국어 초록 (Multilingual Abstract)

New Model of Major Country relations received lot of spotlight when Vice President Xi Jinping first proposed it during his visit to US in February 2012. On May 3rd same year at the opening of the 4th US-China Security & Economic Dialogue(S&ED), then President Hu Jintao said “China and the US should promote cooperative partnership in order to establish ‘new model of major country relations’ so that people from the two countries and the world can feel safe and secure. Such relationship will mark a clear departure from the past great power relations with recurring mistrust and competition. And newly appointed President Xi reemphasized the new model of relations between the US and China again during the his summit with President Obama in June 2013 at California. The essence of China’s proposal is to prevent a hegemonic war with US as traditional power shift theory argues and to establish a peaceful relations. Nevertheless, many raise questions regarding the ambiguity of the concept, structural factor for conflicts of interests, lack of mutual consensus on the future relationship, mistrust over East Asia policy, and possible application of the concept to other powers. In particular the details of Chinese proposal tend to share lot of traits of great power politics of the 19th century Europe. This paper will first look into the evolution of the “new model of major country relations” discourse between the US and China. Second, the similarity and difference between the “new model” and 19th century European great power relations will be discussed. Third, it will conclude with implications for the US-China bilateral relations as well as East Asian geopolitics including the Korean Peninsula.
