The Moon Jae-in government launched on May 10, 2017 based the real estate policy on "residential stability for ordinary people and protection of end housing consumers", not on the means for adjusting the economy, as its top priority and announced that it would thoroughly block investment demand for housing without any compromise or political consideration. Nevertheless, apartment prices in the Seoul metropolitan area and large cities have been on the rise even after the announcement of 23 real estate measures taken since the inauguration of the current administration.
This phenomenon has hampered real estate price stability and has had an adverse effect on the housing stability of real estate owners and tenants. The impact of the real estate market on the Korean economy is very large and the tax policy among real estate policies has a large impact on the real estate market
Therefore, this study attempted to investigate the perception of the effect of real estate tax policies on the real estate transaction market and how the perception of acquisition tax, holding tax, and transfer income tax affected investment behavior. As a result, the following findings were obtained:
First, it was shown that the tax system was perceived in the order of capital gains tax, comprehensive real estate tax, and acquisition tax among real estate taxes, indicating a relatively high interest in capital gains tax.
Second, it was found that the perception of the transfer income tax on the owner of one home was more negative than the heavy transfer tax on multiple homes and that the transfer income tax policy was more sensitive to general tax burden. the realistic policy for the imposition of heavy transfer income taxes on most households owning one home is needed in case of the residential purpose, not the investment purpose.
Third, the increase in holding tax has returned to the burden of the household. In particular, the net asset value obtained from the deduction of the amount of debt from the value of the taxable real estate, which becomes the criterion for holding taxes, should be calculated as the standard of assessment. .
Fourth, there is a need to make an upward adjustment of the tax exemption requirements for one home per household. If the residence requirements for tax-free housing have been met, the tax-free amount (900 million won) that has been applied since 2009 should be upwardly adjusted as compared with housing prices that have significantly risen in the meantime.
Fifth, the respondents wanted the policy of increasing housing supply as a countermeasure against market stabilization, among the real estate policies of government. However, proper demand management policies are needed for the purpose of future real estate market prospects and stable market management. In addition, government is required to provide differentiated real estate tax policy for metropolitan and non-metropolitan areas for the purpose of real estate management in accordance with the type of real estate and the degree of related tax burden.
Sixth, the respondents largely showed the negative response to the effect of tax policy of the past governments and the negative perception about the Moon government's real estate policies.
Therefore, real estate tax policies should be established in consideration of the detailed characteristics of real estate owners and interested parties in each stage of transaction from short, medium and long-term perspectives.
