The purpose of this study is to prepare a comprehensive improvement plan based on the systematic and positive evaluation of private non-profit organization projects subsidized by the local government. For the study, objective data, related to the project plan and project evaluation report by Busan Metropolitan City, and questionnaires responded by the persons-in-charge of the private non-profit organizations, which received funding from Busan Metropolitan City, were evaluated simultaneously. Summary of this study is as follow. First, there were many cases of disposable display-oriented projects among the subsidized ventures. Moreover, many projects applied unreasonable accounting methods. In some cases, the project was unrelated to the overall character of the organization that received the funding. Second, the subsidized project mainly targeted the orientation of the municipalitys policy, which appeared to function as a restricting factor on the private non-profit organization. Third, the subsidy procurement procedure is too complicated and excessive documentation is requested. Furthermore, the funding is not allotted in a timely manner. Forth, positive reaction on objectivity, rationality, and approval of project selection are remarkably low. Also, the subsidies operate as a form of distribution to a wide range of organizations. Therefore, the fund provides limited financial assistance to the private non-profit organization, because the supporting volume is too little. Fifth, post management is not systematic and operates only in a formal function in some cases. Sixth, subsidy support contributed greatly to activate some private non-profit organizations in expanding their area of operation, build trust and developed a cooperative relationship with Busan Metropolitan City. Finally, even though there were some concerns that subsidies by governmental bodies to private non-profit private organizations can negatively influence their autonomy, the study observed that the autonomy was only slightly affected.
