Abstract

Research on the Asymmetric Flypaper Effect

Empirical studies have frequently found that lump-sum grants that are given from the central government to local governments have more stimulating effect on expenditures than increases in residents’ income, a phenomenon called the flypaper effect. One stream of flypaper effect research focuses on the asymmetric flypaper effect which denotes how the grant recipient governments respond to the decrease of lump-sum grants. A recipient government may respond to declining grants by using their own-source revenue to compensate for the decreased grants (replacement effect), decreasing their own-source (inducement effect), or maintaining their own-source revenue without changes (symmetry effect). This study analyzes local Korean government expenditures from 1995 to 2003 to investigate what kind of asymmetric flypaper effect exists. The results of empirical tests show that the response of county governments to declining lump-sum grants is symmetric as the counties do not change their own-source revenues in spite of the decrease of lump-sum grants.

국문 초록 (Abstract)

지방정부간 경제력 차이로 발생하는 세수수입의 격차를 조정하기 위해 중앙정부가 지방정부에게 분배하는 지원금 중 무조건부 지원금은 많은 연구자들의 연구대상이 되어왔다. 이론상 무조건부 지원금의 정부지출 효과는 소득효과와 동일하나 경험적 연구에서는 그 지원금의 효과가 소득효과보다 큰 것으로 빈번히 관찰 되었다. 무조건부 지원금의 이러한 효과를 flypaper effect라 하며 본 연구는 flypaper effect의 한 갈래인 비대칭(asymmetry) flypaper effect에 관한 연구를 실행하였다. 비대칭 flypaper effect는 무조건부 지원금의 감소 시 발생하는 지원금 수혜정부의 반응에 관한 연구로서 지원금 감소에 대한 수혜정부의 반응형태에 따라서 교체효과, 대칭효과, 그리고 유인효과로 구분된다. 본 연구는 1995년부터 2003년까지 군을 대상으로 비대칭 flypaper effect를 분석한 결과 비대칭 flypaper effect의 세 가지 유형 중에서 대칭효과가 존재함을 경험적으로 보여준다.
