영국 보수당 정부(1979-1997년) 행정개혁의 정치적 의도와 효과에 관한 연구 = A Study of the Administrative Reforms of the British Conservative Government(1979-1997): Political Purposes and Unintended Consequences

The British Conservative government(1979-1997) actively pushed the administrative reforms with the purposes of the re-establishment of parliamentary primacy through the strengthening of bureaucracy control. This study aims to show that the British government was not fully successful in achieving the political purposes, and to analyze the reasons why it failed to achieve the purposes. The Conservative government`s reforms resulted in the rapid growth of the autonomous and semi-autonomous agencies and public bodies, which rather weakened the control capacities of the political executive. Based on the examination of the reform programs such as efficiency scrutinies, Financial Management Initiative, executive agencies, and Citizen`s Charters, this study argued that the unintended consequences of the administrative reforms were jointly caused by the factors including the inevitable mixture of the bureaucracy control mechanisms, the legacies of previous policies, and the conflict among theoretical resources of the reforms.
