Purpose and Context
This study designs and pilots a strategic technology intelligence system to strengthen Korea’s economic security amid intensified US–China technology rivalry and the growing importance of alliance-based cooperation in critical and emerging technologies (CETs).
Policy Rationale
Since the United States announced the Indo-Pacific Strategy in 2022, alliance cooperation has shifted toward “linkage” and “integration,” moving from a hub-and-spoke model toward a lattice-style network connecting NATO frameworks and like-minded partners. Korea has similarly expanded advanced technology cooperation with key partners, but faces limits due to the inherent coexistence of cooperation and competition in strategic technologies.
Key Challenges Identified
The study highlights three structural constraints in current cooperation frameworks: (1) rigidity in government-to-government cooperation mechanisms, (2) insufficiently structured and evidence-based agenda-setting processes, and (3) Korea’s growing need to diversify strategic technology value networks beyond a predominantly US-centered architecture.
Conceptual Definition and System Design
Intelligence is defined as “security-related information and knowledge,” broadly encompassing economic and technology security, not only military security. The intelligence system is conceptualized as a comprehensive set of institutions, personnel, procedures, and technologies supporting intelligence collection, analytical synthesis, governance and quality management, secure dissemination, and linkage to policy decision making.
Network Model and Operational Framework
The proposed system adopts a hybrid network model that enables bilateral think tank cooperation while facilitating multilateral sharing of outputs. Participants are structured into a two-tier architecture: (1) a primary layer of think tanks conducting collaborative activities and (2) a secondary layer of authorized stakeholders. The operational procedure is organized into Track 1 (intelligence council governance) and Track 2 (research and joint analysis), complemented by an “Intelligence Dialogue” as a multilateral platform for diffusion and policy communication.
Scope and Target Countries
As the first year of a five-year program, the project simultaneously designs methodologies and conducts pilot activities across defined activity types. Eight countries are prioritized as partners: the UK, Australia, Canada, Japan, and Singapore (from pre-planning research), with the United States, Taiwan, and the Netherlands added in Year 1 to deepen strategic technology and economic security analysis.
Implementation Results
Exploration efforts (since 2024) confirmed participation willingness among major think tanks and identified core partners, including RUSI (UK), ITIF (US), APFC (Canada), MRI (Japan), HCSS (Netherlands), and ITRI (Taiwan).
Two basic research outputs were produced where joint research was institutionally constrained: a Korea–Australia quantum talent strategy and an analysis of China’s state-led AI governance model.
Five joint research Intelligence Reports were co-developed with partner organizations, covering Korea–UK sovereign AI strategy in the era of Physical AI, Korea–Japan–China quantum policy and technology analysis, Korea–Canada AI-based cross-industry cooperation roadmap, Korea–Taiwan space cooperation strategy, and comparative semiconductor strategy analysis in the AI era.
Dissemination and Policy Impact
Dissemination activities strengthened policy relevance and responsiveness, including an urgent issue report on the US DOE’s designation of Korea as a “sensitive country” (April 2025), the 2025 STEPI Intelligence Dialogue co-hosted with ten global think tanks, an EKC 2025 Korea–EU policy session, and bilateral Track 1.5 dialogues with Canada and Japan. These efforts expanded policy reach, strengthened trust-based collaboration, and increased public visibility through extensive media coverage.
Overall Significance
The first-year outcomes demonstrate that an intelligence-based cooperation system can address the strategic technology domain’s “coopetition” realities by combining structured methodologies, evidence-based analysis, and sustained network operations. The project establishes a scalable foundation for deeper, more diversified strategic technology cooperation and policy influence in subsequent years.
