영국의 중소기업정책에 대한 소고: 한국에 주는 시사점 = A Study on the UK's SME Policy: Lessons for Korea

다국어 초록 (Multilingual Abstract)

Small and Medium enterprises (hereafter SMEs) have played a very important role in the UK economy since the 1980s. It is also expected that the importance of SMEs in the UK economy will keep on increasing.
Based on this basic policy direction, The UK government has developed and implemented various policies in order to help economic activities of SMEs. The basic direction of the UK's SME policy has been ‘think small first.’ The policies include financial policy designed for SMEs, taxation policy for SMEs, training programs, special programs helping SMEs efforts for doing R & D and getting new informations, changing required laws and rules for SMEs in doing their business activities in order to reduce SMEs' administrative work burden and so on. Among these, the UK government put more weight on financial policy and taxation policy, which seems to reflect voices from the SMEs. According to several surveys asking the difficulties which SEMs in the UK have in their economic activities, in fact, financial issues and tax related issues were found as one of the most serious difficulties for them. Of course there were others which SMEs answered as a difficulty in their economic activities.
Certainly for the Korean government which try to more activate SMEs economic activities, it is worth to review and analyze the UK's SME policy. Furthermore if there are something which the Korean government can learn from the UK's experience the Korean government should take and use them in developing and implementing its SME policy. One of the most valuable lessons from the UK experience is the policy coordination among SME policies. This is because the effects of policies can be maximized when each individual policies are developed and implemented under the full coordination among them.

국문 초록 (Abstract)

1980년 대 이 후 영국 경제에서 중소기업이 차지하고 있는 역할은 매우 중요하고 또한 그 중요도는 앞으로도 점차 증가할 것으로 생각된다. 실제로 2007년 초에도 영국경제에서 중소기업이 차지하고 있는 역할은 매우 중요하다는 것을 나타내고 있다. 영국정부의 중소기업정책은 ‘think small first’라는 원칙을 기본으로 중소기업의 활동을 활성화시키는 데에 목적을 두고 개발, 실행되어 오고 있다. 영국의 중소기업정책의 이념은 지난 40여 년 동안 많이 변화해 왔다. 이런 변화를 한마디로 설명하다면 중소기업을 보호 육성하는 관점에서 중소기업과 대기업이 동일한 조건에서 경쟁 질서를 유지해야 한다는 관점으로 변화되었다고 할 수 있다. 영국정부가 실행하고 있는 주요 중소기업지원정책은 금융정책, 세제정책, 인력양성정책, 정보 및 연구 개발지원정책, 정부조달정책, 수출진흥정책, 행정규제의 간소화의 내용 등으로 구성되어 있다. 영국 정부는 완벽하지는 않지만 끊임없이 기존 중소기업지원 정책을 변화, 발전시키고자 노력해 오고 있다. 또한 이 정책들은 서로 서로의 정책에 직/간접적으로 서로 연결되어 있지만, 그 중에서 금융지원정책과 세제관련정책에 좀 더 많은 의미를 부여하고 있다. 본 연구에서는 전체 경제에서 중소기업의 비중을 높이고자 노력하고 있는 한국정부에 중소기업의 비중이 전체 경제에서 매우 높은 비중을 차지하고 있는 영국의 정책적 경험을 분석하여 도움을 주고자 한다.
