    More than half a century has passed since Korean peninsula was divided into two nations with different ideologies. It caused many differences between South and North Korea.
    During the Cold War, no one could predict that these two nations could be reunified. Even, many people are still skeptical. However the environment surrounding the Korean peninsula has changed quickly recently now.
    We should see some precedent of divided countries which have reunified. East and Wast Germany were unified in 1990, 55 years after they were divided. Also, North and South Yemen reunified in 1990, 86years after the division. These two countries had been divided by ideologies was and still is the case in the Koreas. Naturally, These two unification case aren't perfect examples for the reunification of the two Koreas. The environment that existed before they were reunified was not the same as the situation in the Korean Peninsula now. But sufficient values exist to show the possibility of reunification.
    Second the property of the relationship between South and North Korea, and between North Korea and the other nations is changing. We could see such an example with the meeting of the political heads of the nations on June, 13th. Since the meeting, the relationship of two nations has been changing quickly. There was an exchange of dispersed family members on August 15th. And the liaison office in the Pan Mun Jum area restarted its work, four years after it stopped. It seems that the relationship between the two nations has become closer. However, Some tend to think this is only another illusion that North Korea, has become infamous for. Yes this may be true, but there have been other changes made by North Korea that make us believe these changes are not as they had. The U.S government has labeled North Korea a terrorist nation, and has taken precautions against the development of long-range missiles by the North. The U.S government has used a political carrot and stick in order to persuade the North. In the past, Noth Korea has taken a firm attitude to words the U.S government, but it seems to be changing now. Cho Myung-Rok, the First Vice President of the Committee of National Defense visited Washing D.C as the envoy of Kim Jung-Il, and the Secretary of State of U.S.A visited Pyung Yang, met Kim Jung-Il, and discussed missile reduction. After the meeting North Korea stated that the abandonment of its missile program was possible.
    The relationship between North Korea and other countries such as Russia, China, and Japan, are also changing. They are glad to see the changes in the North, the most secretive nation in the world. We know it is difficult to say that South and North Korea can reunify soon based on change in North Korea, but it can be shown as a sign of the possibility of reunification.
    If the Koreas be unified, as the subject of public administration, South Korea need to find the way of integrating local administrative organizations local administrative organizations, compared to central administrative organizations are more directly related to people's actual lives. So, in the process of reunifying, local administrative organizations should have a major role in reunifying.
    After German reunified, most of the research that tried to find the best way for reunification focused on the methods Germany used. Therefore, they supposed a breakdown of North Korean authority and the unification type where the political system of South Korea combine with North Korea's. As you know, the problems of integrating the local administrative organizations , first, related to the problems of integration of the central government, and, is also related to the methods of unification. So, in research, the integration type of Germany was believed to be the best examples, for the Koreas based on the reason that South Korea possesses the greater economic power, and on the prospect that political power concentrated on Kim Il-Sung's family could collapsed after Kim Il-Sung's death. But, in North Korea, political power was successfully handed over to Kim Jung-Il and economic conditions in South Korea have become worse. Therefore, it has proven necessary to change the concept of unification. The unification politics of South and North Korea have changed to reunification based on deliberation. This change of the concept of unification methods has also made the concept of integration of local administrative organization change.
    This thesis present three steps of integration based on the steps of unification of the unification politics of South Korea.
    The first step is tome to prepare unification. For integration to succeed, it is necessary to set up committee composed of specialists. In this committee, the constituents have to collect information about local administrative systems in North Korea, and they have to make the best alternatives for integration. For this Mission, the government should make a network among scholars and support them.
    The second step is time needed to have negotiations for unification. For integration to occur, is necessary have capacity to negotiate with North Korea regarding methods of integration. For the negotiations the committee should add specialists who have negotiating skills. In this process, the committee should find the ways to persuade North Korea to accepting our alternatives. Specifically, removing influence of local administrative organization from the Communist Party is the most important mission of this step.
    The third step is time to complete the reunification. For this to happen, it is necessary reorganize the local administration system, and to reeducate the members of the local administration system, and to reeducate the members of the local administration system. The Both should be done through the reunification constitution.
    The main point of thesis is integration through negotiation. Of course, this kind of integration can be altered if the environment of the unification changes but it is valuable to attempt a win-win strategy for integration.
