Purpose: This study attempted to implicate the establishment and implementation of intercultural lifelong learning in the cities of Korea by analyzing cases of the member cities of InterCultural Cities Program (ICC). Method: The policy documents and related literature of the three cities (London, Barcelona, and Hamamatsu) were analyzed to understand the context of the immigrant influx of the cities, as well as related policies, systems, projects, and education and learning. Results: This study confirmed that the principles of equality, diversity, and interaction are getting sophisticated and sustainable through policies, institutions, and projects, and the selected cases of education and learning that support immigrant settlement and lead interactions among residents are being implemented. Conclusion: It argued that an administration model based on interculturalism is effective in most Korean cities, and suggested the direction and tasks for intercultural lifelong learning policies and practices.
