제20대 국회의원선거 선거구획정 과정 및 평가 = Redistricting Process for the 20th Korean National Assembly Election

다국어 초록 (Multilingual Abstract)

This research explores the process of electoral redistricting for the 20th Korean National Assembly Election. Upon the verdict of the Constitutional Court ruling the current electoral districts violates the equal value of voting, the new independent electoral districting committee was formed and initiated the redistricting process. Seven-month-length redistricting process shows, however, the more sophisticated institutional settings are still in need. Malapportionment of seats between provinces, too strong voices for over-representation of rural regions, political parties’ interventions for gerrymandering are remaining problems. For more democratic and fair districting, proper assembly size based on population and districting principles free from administrative zones should be considered. The power and authority of districting committee should be legally enhanced. Since current SMDP electoral system cannot completely solve these problems in both theories and practice, alternatives like MMP should be considered.
