This study is to perform a quantitative analysis of local grass roots organizations and to identify its policy implications for revitalizing local communities. More specifically, we analyze general characteristics and main activity areas of local grass roots organizations, and identify desirable ways of revitalizing local grass roots organizations and contents of policy-support services. In particular, we focus on comparisons between local grass roots organizations supported by government policy in the form of society-contributing enterprises and those not supported. The results of a survey with 248 organizations are as follows. First, it is highly desirable to develop the policy to support local grass roots organizations. Second, the policy support should be centered on financial support, improvement of field skills, and establishment of environments and infrastructure. Third, a policy should be developed for sharing information and establishing a network among local grass roots organizations. Fourth, it is required to support local grass roots organizations to guide them to society-contributing enterprises. Fifth, the delivery system of government service should be improved.
