대통령실 개편 연구 = A Study on the Reorganization of the Presidential Office : The Case of President Myung-Bak Lee's Early Presidential Office

국문 초록 (Abstract)

본 연구는 ① 이명박 정부 출범 시와 출범이후 2차에 걸쳐 단행된 대통령실 개편 내용을 살펴보고, ② 이명박 정부 대통령실의 조직구조 및 규모를 5년 직선 대통령제 이후 역대 한국 대통령(비서)실의 동일 비교 대상 시점에서의 조직구조 및 규모와 비교론적 관점에서 분석하고, ③ 이명박 정부 집권 전반기 대통령실 개편 특정들을 고찰한 후, ④ 차기 정부 대통령실 출범시 대통령실의 구조 및 규모 개편과 관련하여 참조할 필요가 있는 정책적 대안을 체시함을 연구의 목표로 삼고 있다.
연구방법은 종래의 선행연구들이 활용했던 1, 2차 자료들을 활용한 문헌위주의 연구방법을 사용하였다. 참고문헌이나 자료의 경우에는 이명박 대통령과 비교 대상 대통령들의 대통령(비서)실 개편관련 국내 주요 언론 매체들의 보도 내용들을 내용 분석기법을 적용해 분석 하였으며 관련 논문과 보고서 및 단행본들도 활용하였다.
본 연구를 통해 차기 정부 출범시 대통령실의 구조 및 규모개편과 관련하여 제시된 정책적 제의를 요약하면 다음과 같다.
첫째, 직전 정부 대통령실의 조직구조와 규모를 최대한 살려 유지시키되 집권 중 대통령실 개편은 최소화하여야 한다.
둘째, 최소한 다음 두 그룹의 수석비서관실 - 정무분야 수석실(정무, 민정, 외교안보, 홍보 수석실)과 정책분야분야 수석실{(경제, 정책(국정)기획, 사회정책, 교육ㆍ과학ㆍ문화수석실}은 설치해야 한다.
셋째, 비서실장ㆍ정책실장에 의한 투톱(two-top) 관리 시스템을 유지한다.
넷째, 특별보좌관제를 채택, 유치되게 한다.

다국어 초록 (Multilingual Abstract)

Through literature study, this paper aims at suggesting policy recommendations which can be adopted as principles in the earliest reorganization of presidential office in the next administration through the following steps:
(1) suggesting things that have been done in the reorganization of president Myung-Bak Lee's presidential office in terms of organizational structure and size.
(2) comparing organizational structure and size of president Myung-Bak Lee's presidential office with those of presidential offices of four former Korean presidents.
(3) analyzing the contents and characteristics of the reorganization of president Myung- Bak Lee's early presidential office.
(4) suggesting policy recommendations which can be adopted as principles in the earliest reorganization of presidential office in the next administration.
The followings are major suggestions for the reorganization of presidential office in the next administration:
(1) minimizing the change of organizational structure and size of presidential office of former administration.
(2) establishing two groups of offices - ① offices of political affairs, ② offices of policy affairs.
(3) adopting two-top administrative system.
(4) adopting presidential special assistant system.
