This is a study to analyze historical developments of the metropolitan government in the area of London. The political and administrative system of London has been changed since the late of 19th century according to the changing environment. The London County Council, Special Administrative Agencies, including Metropolitan Water Board, the Port of London Authority, London Passenger Transport Board, the Greater London Council, and the Greater London Authority in 2000 are typical cases of metropolitan reform. The Greater London Authority established in 2000, in particular, provides us with several policy implications. First of all, British administrative reform has been based on the particular British political culture, that is, democratic political culture. The contents of reform as well as the process of that have been characterized as democratic. Second, even though it is not easy to content what kind of metropolitan government is good enough to cope with metropolitan problems, according to lessons of London reform, it may be good to make the structure of metropolitan government two-tiers. Third, the political and administrative reform has been carried out on the basis of coordinated efforts of political and administrative rationality. In other words, reform process has been defined as political as well administrative. Finally, it ought to be emphasized that the reform of Greater London Authority has been made in line with decentralization policy of the labor government. Transport for London, London Development Agency, and Metropolitan Police Authority are typical evidence: for decentralization policy of the labor government.
