시간의 개념분석: 행정학 연구에 적용가능성을 중심으로 = Concept Analysis of Time; with emphasis on its Applicability to the Study of Public Administration

국문 초록 (Abstract)

본 연구는 그동안 행정학에서 소홀히 다루었던 시간에 대해 관심을 환기시키고, 시간관점을 행정학 연구에 적용하기 위한 방향을 제시하는 것을 목적으로 한다. 행정은 다양한 시간제약에 직면해 있고, 정책의 시행순서 및 시차, 주기 등은 정책성과와 국민생활에 큰 영향을 미치므로 시간관점에서 보면 행정현상의 새로운 측면을 볼 수 있다. 따라서 우선 시간의 객관성, 한정성･평등성, 통제불가능성, 연속성, 비저축성, 비소외성이라는 특성을 지적하고, 시간의 개념을 아날로그적 시간, 사회적 시간, 포스트모던적 시간으로 나누어 현재까지 연구현황과 향후 연구방향을 다각적으로 분석하였다. 특히 향후 강조되어야 할 시간관리의 연구로서 속도, 시차, 중장기적 시계를 제안한다.

Concept Analysis of Time; with emphasis on its Applicability to the Study of Public Administration

This paper is to recall the importance of time dimension in the files of public administration. Summarizing diverse meanings of time usage in other disciplines such as physics, biology, management, and sociology from the view of public administration, this paper suggests future research needed to better understand what happens in the public sphere. The uniqueness of time shows an unlimited usefulness as a concept which will serve to enhance deeper analysis about public administration compared with other key concepts such as money. Considering the uniqueness of Korean public administration, this paper proposes the aspects of speed, time-lag, and a long term horizon which need emphasis in future research.
