아동가구의 빈곤지위 변동에 관한 연구 = Poverty Status Changes of the Families with Children

국문 초록 (Abstract)

본 연구는 한국복지패널자료를 활용하여 2006년과 2010년의 5년 사이 아동가구의 빈곤지위 변동을 파악하고 빈곤지위 변동과 관련이 있는 요인을 규명하고자 한 것이다. 분석 결과 2006년과 2010년 아동가구의 빈곤비율은 각각 17.1%와 13.6%였으며 5년 사이 다소 하락한 것으로 나타났다. 2006년과 2010년 모두 아동가구의 가구주가 여성, 고연령, 저학력, 무직․실업 및 일용․임시․자활, 장애, 이혼․별거 상태, 농촌에 거주할 경우 빈곤비율이 높았다. 아동가구의 빈곤지위 변동을 유형화하였을 때 빈곤지속(빈곤→빈곤) 7.8%, 빈곤진입(빈곤→비빈곤) 5.9%, 빈곤탈출(빈곤→비빈곤) 9.3%, 비빈곤(비빈곤→비빈곤) 77.1%로 구성되었다. 아동가구 가구주의 성, 학력, 연령, 직종, 가족원수, 지역이 빈곤지위 변동과 관련성이 나타났으며 사교육비 비중과 사회보장분담금 비중도 유의미한 영향력을 가지는 것으로 판명되었다. 연구결과를 바탕으로 아동가구 빈곤을 완화할 수 있는 정책적 시사점을 논의하였다.

다국어 초록 (Multilingual Abstract)

This study examined changes in the poverty status of families with children, and the correlations associated with them, using the Korea Welfare Panel data of 2006 and 2010. The child poverty rate has slightly declined over the past five years, from 17.1% in 2006 to 13.6% in 2010. In both years, the child poverty rate was higher for families headed by a woman; an older, less educated, unemployed (or part-time-employed), or disabled person; or divorced (or separated), or rural-based families. According to their poverty status, the families were divided into four categories：in-poverty families (from poor to poor), who constituted 7.8% of the total; poverty entry families (from non-poor to poor), who constituted 5.9% of the total; poverty exit families (poor to non-poor), who constituted 9.3% of the total; and non-poor families (from non-poor to non-poor), who constituted 77.1% of the total. The following were found to be significantly related to poverty status：gender, educational level, age, and occupation of the head of the family; family size; the area of residence; the proportion of private tutoring expenses, and the proportion of social security expenses. Based on the research findings, this study discussed policy implications for reducing poverty among families with children.
