균열구조와 19대 대선: 완전한 균열로서 지역균열 = Cleavage Structure and the 19th Presidential Election: Regional Cleavage as Full Cleavage

This paper attempts to understand current Korean cleavage structure drawing on recent developments in the literature on political cleavage, the theory of which has been crucial in analyzing social structure, political institutions, political behavior in a systematic way. Specifically, based on the arguments initially put forward by Bartolini and Mair, and fleshed out by Deegan-Krause, this paper conceptualizes the regional cleavage that has defined Korean politics as full cleavage, characterized by such mutually reinforcing elements as self-conscious demographic groups, sharing a common mindset, and a distinct political organization. The study aims to identify the implications of the regional cleavage for political behavior at the individual level, which has been lacking in the literature, taking advantage of the nationally representative survey collected after the 19th presidential election. It made the following observations: First, Honam natives are more likely to consider themselves more progressive while their Daegu/Kyungpook counterparts more conservative.
Busan/Ulsan/Kyungnam natives are also more likely to see themselves as conservative than their Honam counterparts but placing themselves on the slightly more progressive side on the scale. Second, the hypothesis that political preference among the natives of Honam and Youngnam would diverge markedly on such issues about North Korea, which have been associated with progressive agenda, and hence supported by Honam natives, is confirmed only when it comes to the natives of Honam and Daegu/Kyungpook. Third, traditionally regionally based, in-group parties of Honam and Daegu/Kyungpook are significantly popular among the natives of respective regions while, rather unexpectedly, that is not the case among Busan/ Ulsan/Kyungnam natives. Fourth, Honam natives, young or old, record the lowest cross-pressure scores while their Youngnam counterparts higher scores. Lastly, McFadden conditional choice model estimation results suggest that independent effects of Youngnam and regionally based party still exist while such effect of Honam fails to register. This paper concludes with discussing the implications of the current regional cleavage characterized by the divergence of political preferences in Youngnam and its maintenance of Honam for Korean politics.

국문 초록 (Abstract)

이 글에서는 사회구조, 정치제도 그리고 개인의 정치행태 간의 상호관계를 체계적으로 분석하는 데 중요한 설명틀을 제시해 온 균열이론에 대해 핵심개념의엄밀한 정의가 미흡하고, 거시적 분석에 주로 치중해 온 한계가 있음을 지적한후, 바르톨리니와 마이어의 내포적 정의와 디건-크라우스의 완전한 균열 논의를원용하여 완전한 균열로 유지 또는 새로운 형태로 진화하고 있는 한국의 지역균열에 대해, 균열의 개인 수준에 대한 함의에 초점을 맞춰 연구가설을 제시하고 제19대 대선 직후 수집한 설문조사 자료를 통해 경험적으로 검증했다. 이를 통해 다음과 같은 사실을 확인했다. 첫째, 호남출신은 상대적으로 진보적 성향을, 대구/ 경북 출신은 상대적으로 보수적 성향을 가진 것으로 자기평가를 내리고 있다. 부산/울산/경남 출신도 통계적으로 유의미한 수준에서 호남출신보다 보수적이라는자기평가를 하고 있었으나 대구/경북 출신과도 차이가 났고 평균으로 보면 보수보다는 진보에 조금 더 가까운 편으로 드러났다. 둘째, 지역에 배타적인 지지기반을 갖고 있는 정치세력과 강한 연계가 있는 대북정책에 대해서 호남과 영남 출신의 선호가 두드러질 것이라는 가설은 호남과 대구/경북 출신으로 한정하는 경우에만 지지되는 것으로 나타났다. 셋째, 자기 편 정당이자 우세한 정당으로 알려진더불어민주당과 자유한국당에 대한 선호가 예상대로 각각 호남과 대구/경북 출신에게서 높게 나타났으나 부산/울산/경남 출신의 지역정당 선호는 두드러지지 않았다. 넷째, 영남출신은 상대적으로 높은 교차압력을 경험할 가능성이 높지만, 호남출신은 전 연령대에 걸쳐 어느 지역출신보다도 교차압력 점수가 낮은 것으로드러났다. 다섯째, 맥파든 선택 모형으로 유권자 투표선택 모형을 추정한 결과 영남출신과 여전히 지역에 따라 지지가 갈리는 정당의 독립적 영향이 드러난 반면에 호남출신의 독립적 영향은 나타나지 않았다. 마지막으로 영남의 정치적 선호분화와 호남의 지역에 바탕을 둔 뚜렷한 정치적 선호 유지로 규정되는 현재 지역균열의 함의에 대해 생각해보며 글을 맺는다.
