    [Objective]Under the current Inheritance Tax Act, taxpayers may pay inheritance tax with inherited assets instead of cash if certain conditions are met. However, the growing use of the payment system in goods has created a number of challenges. This study examines the issues surrounding the payment of inheritance tax with unlisted shares-one of the major forms of the payment system in good-evaluates the system's effectiveness in terms of practical operation and tax recovery, and proposes measures for improvement.
    [Methods]This study analyzes annual trends and the current status of inheritance tax assessments, with a particular focus on the reporting, payment, installment payment, and deferred payment of unlisted shares used for payment system in goods Based on these factors, the effectiveness of the payment system in goods is evaluated. For this analysis, theoretical literature on inheritance tax, along with annual tax statistics published by the National Tax Service and Statistics Korea, is utilized.
    [Results]While the number of taxpayers subject to inheritance tax on shares has continued to rise, as of 2024, securities accounted for only 13.1% of the total assessed inheritance value. Moreover, tax revenue collected through in-kind payments-such as real estate, stocks, and artworks-was just 4.9%. These figures indicate that the recovery rate achieved through the sale of shares submitted as the payment system in goods remains very low.
    [Implications]The high inheritance tax rate increases the overall tax burden, reducing taxpayers' capacity to make cash payments and resulting in a greater number of the payment system in goods using shares. Although the volume of the payment system in goods has been expanding, the characteristics of such shares make it difficult for the government to secure tax revenue effectively. This indicates the need for stronger management of in-share payments and the establishment of practical measures to improve tax recovery from inherited assets. In addition, this study has a limitation in not showing more sophisticated research results by using the analysis of technical statistical data instead of empirical data analysis.
