In 2003, the U.S. initiated the launch of the Six-Party Talks to deal with the issue of North Korea’s nuclear disarmament. Whether such an initiative will have a tangible effect on North Korea’s nuclear abandonment is debated between two views : optimistic and pessimistic. Whichever view dominates, one thing which is very clear is that countries give up nuclear weapons only when significant economic assistance is provided by the concerned parties or international organizations. From reviewing carefully six precedents - Ukraine, South Africa, Libya, Pakistan, India, Israel -, this study reaches the conclusion that it is necessary first to convince Kim Jung-Il that nuclear dismantlement will not pose a threat to the current regime. For this purpose, this study proposes inviting Ukraine, South Africa and Libya as guest members to Talks and demonstrate a practical scenario that a large-scale economic assistance should follow as evidenced by the three success cases.
