초등교육의 발전 역사와 과제: 행,재정을 중심으로 = Reexamining the Historical Development of Korean Elementary Education

다국어 초록 (Multilingual Abstract)

This study aims to review the historical development of elementary education in Korea and investigate new directions for its continuous development. Reviewing the process of its development of past sixty years informs us of a rapid quantitative/qualitative evolution. The evolution is much indebted to planning and pushing by national support, taking selection and concentration strategy, benchmarking of advanced nation` systems, and etc.. But the evolution also causes many troubles, for example, low-quality educational service, quantitative expansion without qualitative development, exhaustion and resistance against educational reform, conflict between educational reform group, misleading by imprudent benchmarking, restless propulsion through top-down approach, and etc.. Therefore, the paradigm shift needs to up-grade education development. Firstly, to convert quantitative expansion to qualitative progress. Second, to convert management by control and inspection to administration by autonomy and accountability. Third, to convert progress by decentralization and standardization to progress by decentralization and diversification. Fourth, to convert development based by individual achievement to progress based by cooperative achievement.
