Kingdon의 정책흐름모형을 활용한 특수학교 설립 관련 정책 분석 = Policy Analysis on the Establishment of Special School Based on Kingdon’s Policy Stream Mode

국문 초록 (Abstract)

본 연구는 Kingdon의 정책흐름모형을 활용하여 특수학교 설립에 대한 정책의 변동 과정을 분석하였다. 특수학교 설립에 대한 정책의 전반을 분석하기 위해 공신력이 있는 정부의 보고서, 보도자료, 전문 교육기관에서 출간한 연구보고서와 함께 학술논문과 언론 보도자료 등을 수집하여 문헌분석 하여 다음과 같은 결론을 도출하였다. 특수학교 설립에 대한 흐름은 문재인 정부 이전에도 꾸준히 흐르고 있었다. 하지만 갑작스러운 정권 교체, 강서지역 특수학교 설립에 관한 사건, 특수학교 추가 설립 요구의 흐름이 만나 특수학교 설립에 관련한 정책의 창을 여는 기폭제 역할을 하였다. 본 연구결과는 특수교육기관 확충정책 흐름의 변화를 폭넓게 이해하는데 기초자료를 탐색하고, 정책학습 할 수 있는 기회를 제공할 것으로 보인다. 이러한 연구를 통해 앞으로의 특수학교 설립에 대한 기초 자료와 정책학습 기회를 제공한다.

This study analyzed the process of policy change for the establishment of a special school using Kingdon's policy flow model. In order to analyze the overall policy on the establishment of special schools, academic papers and press releases were collected and analyzed along with government reports, press releases, and research reports published by professional educational institutions to draw the following conclusions. The flow of the establishment of special schools was steadily flowing even before the Moon Jae In government. However, sudden regime change, cases related to the establishment of special schools in Gangseo, and demands for additional establishment of special schools met, serving as a catalyst for policies related to the establishment of special schools. The results of this study are expected to provide an opportunity to explore basic data and learn policies in broadly understanding changes in the policy flow of expanding special educational institutions. Through these studies, basic data and policy learning opportunities for the establishment of special schools in the future are provided.
