테러리즘의 개념 및 유형에 관한 시론 = An Essay on the Concepts and Types of Terrorism

국문 초록 (Abstract)

21세기에 들어서 세계 각국에서 테러리즘의 발생은 이전 시기보다 양적으로 증가 추세를 보이고 있다. 1990년대 동서 냉전 종식으로 극좌 테러리즘이 감소한 반면, 사회주의 붕괴 지역에서의 소수민족 분리주의 분출, 중동 지역에서의 일부 이슬람 세력의 극단적 성향에 의한 테러리즘이 급증하였다.
최근 한국 영토 안에서는 테러리즘의 심각한 움직임이 나타나고 있지 않으나, 학계에서는 테러리즘에 대비하기 위한 다양한 연구와 실무적 노력이 축적되고 있다. 그럼에도 불구하고 테러리즘을 예방하고, 테러 발생 시 조치를 취하기 위한 체계적인 제도 확립은 아직 미비하다.
테러리즘에 관한 활발한 연구가 진행되고 있음에도 불구하고, 그 개념 및 유형 정립이 안 되고 이유는 첫째, 테러 행위 유형이 다양하다는 점, 둘째, 국내적으로는 테러방지법(Anti-terrorism Act) 제정에 대한 찬반 논쟁이 지속되고 있다는 점 때문이다.
역으로 테러리즘에 관한 이론 정립을 통한 연구의 체계화 및 활성화를 위해서는 테러리즘에 관한 개념 정립이 선행되어야 할 필요성이 있다.
본 연구는 기존 테러리즘 개념에 관한 다양한 견해와 논란이 되고 있는 점들을 소개하고, 학문적으로 그리고 실무적으로 통합된 테러리즘 개념의 필요성을 강조하였다.

다국어 초록 (Multilingual Abstract)

Entering the 21st century, there is a high incidence trend of terrorism around the world more than the previous period. While the ultra-left terrorism had been reduced with the end of Cold War in 1990s, there are an explosion of terrorism by the minority separatist raging movement in the collapse area of socialism and the some extreme Islamic tendencies in the Middle East.
The serious terrorism recently does not appear within the territory of Korea, but a diverse research and practical efforts against terrorism have been accumulated in the academic world. Nevertheless the establishment of systematic system is still inadequate for preventing terrorism and conducting against terrorism event. Despite an active research on terrorism is being performed, the establishment of concepts and types is not achieved. The reasons are that firstly there are various types of terrorism, and secondly there are a continuous pros and cons dispute on the subject of domestic Anti-terrorism Act. On the contrary to above, The concept of terrorism may need to be preceded to achieve the systematic research and active research through the terrorism theory foundation.
This study introduces diverse controversial issues and different views on the conventional terrorism concept, and emphasizes the need of the academically and practicably integrated terrorism concept.
