. Objective : The study aims to examine how the human rights education program, "The Table of Human Rights," for improving the human rights sensitivity of employees at mental health facilities affects their understanding of human rights, changes in their values and attitude on the human rights advocacy.

. Methods : In March 2018, a human rights education program, "The Table of Human Rights," was held for 78 persons in psychiatric rehabilitation facilities who participated in human rights training for employees at mental health facilities operated by the Seoul Mental Health Welfare Center in April, 2018. First of all, we used the human rights education evaluation tool (Mental disorder person-simple type) developed by the National Human Rights Commission of Korea (2008) in order to observe changes in understanding human rights, their value and attitude on human rights advocacy before and after the education took place. After that, a paired sample t-test was performed in SPSS 24.0

. Results : As a result of the comparison between before the human rights education program, "The Table of Human Rights", and afterwards, the understanding of human rights, as well as the values and attitude on human rights advocacy were improved by 0.37 points. Thus, this was statistically significant. The average level of educational achievement was 4.39/5 points. The keywords of education suggested by the researchers were the 'understanding', 'fundamental rights', and 'the table of human rights' in order.

Conclusion : The human rights education program, "The Table of Human Rights," was found to be statistically significant in changing the understanding of the human rights of employees at mental health facilities, specifically their values and attitude towards human rights advocacy. This suggests a positive effect on the improvement of human rights sensitivity of those who work at mental health facilities.

. 연구목적 : 본 연구는 정신건강증진시설 종사자의 인권감수성 향상을 위한 인권교육 프로그램 「인권식탁」이 정신건강증진시설 종사자의 인권에 대한 이해 및 인권 옹호적 가치와 태도변화에 어떠한 영향을 미치는지 검증하는데 그 목적이 있다.

. 연구방법 : 2018년 3월, 4월 서울시정신건강복지센터에서 운영한 정신건강증진시설 종사자 인권교육에 참여한 정신재활시설 종사자 78명을 대상으로 인권교육 프로그램 「인권식탁」을 실시하였다. 먼저, 인권에 대한 이해 및 인권 옹호적 가치와 태도변화를 보고자 국가인권위원회(2008년)에서 개발한 인권교육 평가도구(정신장애인분야_간편형)를 교육 전후 동일하게 실시하고 spss 24.0을 통해 대응표본 t검정을 실시하였다. 더불어 교육의 성취도, 키워드 등 보다 다양한 효과성평가를 위해 교육 후 설문지를 배부하였고, 키워드는 의미연결망분석으로 효과성을 확인하였다.

. 연구결과 : 인권교육 프로그램 「인권식탁」실시 전후를 비교한 결과, 인권에 대한 이해 및 인권 옹호적 가치와 태도변화는 사전대비 0.37점 향상되었고 통계적으로 유의미한 것으로 나타났다. 교육에 대한 성취도 평균은 4.39점/5점으로 나타났고, 연구 참여자들이 제시한 교육의 핵심키워드는 ‘이해’, ‘기본권’, ‘인권식탁’의 순으로 나타났다.
