대학의 특수교육대상자 특별전형 운영실태 분석- 2013학년도 대학입학 지원율과 등록률을 중심으로 - = The Analysis of Operational Situation of Special Screening on Students with Disabilities in Universities - Focusing on the Ratio of Application for University Admission and the Ratio of Registration in 2013 Academic Year -

다국어 초록 (Multilingual Abstract)

The purpose of the study was to systematically analyze the operational situation of special screening on students with disabilities and provide some problems and directions for revising them. For achieving the purpose, using 98 universities that did special screening on students with disabilities in screening for university admission in 2013 academic year, the study analyzed the current situation of special screening on students with disabilities focusing on the ratio of application which was a result of the stage of university application and the ratio of registration which was a result of the stage of university selection after the admission.
The results of the analysis on the ratio of application and registration of the special screening on students with disabilities showed that the ratio of application of special screening on students with disabilities was affected by whether the university that did the screening was located in the capital region or not and whether the university recruited students at any time or not. As well, the ratio of registration was highly affected by the ratio of application, and the application of the level of the lowest achievement of university aptitude ability test in recruiting students at any time had an effect of decreasing the ratio of registration.
Therefore, for rethinking the effect and validity of current special screening on students with disabilities, it was needed to survey and analyze the higher education demand for students with disabilities and review the enlargement of qualitative evaluation method like admission officer screening. As well, it is needed to research and make policy for rethinking the ratio of registration and the validity and efficiency of screening result such as the review of the number of recruiting in special screening on students with disabilities.

국문 초록 (Abstract)

본 연구는 대학 지원 단계의 결과인 지원율과 합격 이후 대학 선택 단계의 결과인 등록률을 대상으로 특수교육대상자 특별전형의 현황을 분석하였다. 이러한 분석을 통해 특수교육대상자 특별전형의 대학지원과 등록행위에 전형의 특성과 대학의 특성이 어떤 영향을 미치는 지를 분석하고, 분석결과를 토대로 전형의 문제점과 개선방안을 논의하였다. 이를 위해 2013학년도 대학입학전형에서 특수교육대상자 특별전형을 실시한 4년제 대학 98개의 대학을 대상으로 대학 지원 단계의 결과인 지원율과 합격 이후 대학 선택 단계의 결과인 등록률을 중심으로 특수교육대상자 특별전형의 현황을 분석하였다.
특수교육대상자 특별전형의 지원율과 등록률을 분석한 결과, 특수교육대상자 특별전형의 지원율은 전형을 실시하는 대학의 수도권 소재 여부와 상대적으로 대학수학능력시험에 대한 부담이 적은 수시모집 실시 여부에 의해 영향을 받고 있다. 등록률은 지원율의 영향을 가장 크게 받고 있으며, 수시모집 대학수학능력시험 최저학력기준을 적용하는 경우 등록률을 낮추는 효과가 있는 것으로 나타났다.
따라서, 현행 특수교육대상자 특별전형의 전형 효과와 타당성을 제고하기 위해서는 특수교육대상자의 고등교육 수요에 대한 세부적인 조사와 분석이 필요하며, 입학사정관전형 방법과 같은 질적 평가방법의 확대를 검토할 필요가 있다. 그리고 대학의 특수교육대상자 특별전형 모집인원 규모에 대한 검토 등 등록률과 전형결과의 타당성과 효율성을 제고하기 위한 다양한 연구와 정책 수립이 필요하다.
