This study analyzes the effectiveness and affecting factors of public institution integration based on the KEC case in the realm of public sector innovation. The outcome (“dependent”) variables consisting of integration effectiveness used in this study are job satisfaction, organizational commitment, task efficiency, and policy effectiveness. Explanatory (“independent”) variables include leadership, organization culture, organizational equity, trust, and population statistics. The results of statistical analyses indicate that leadership, organization culture, organizational equity, trust, population statistics (sex, class, etc.) have a statistically significant relationship with integration effectiveness. In particular, the most influential variables for integration effectiveness are transactional leadership, group culture and rational culture, distributional equity, and superior trust. The policy implications of this study are that it is necessary to determine which variables are influencing the institutional integration and to manage them properly in order to improve the effectiveness of integration.
