지방정부 재정운용과 정치적 경기순환에 관한 연구 = 사회복지비와 경제개발비 지출을 중심으로

다국어 초록 (Multilingual Abstract)

The purpose of this study is to seek out the determinants of spending on social welfare and economic development, and to investigate the relationships between local governments fiscal management and political business cycle. This study created panel data with the results of local elections during 1995-2010. However, this study employed Multi-Variate Regression instead of Pooled OLS(Pooled Ordinary Least Squares Mode)l due to the nature of data. The results of analyses are as follows; When the local government is not divided(A divided government occurs when on party controls the presidency which the other controls one or both houses of Congress.) and strong regionalism remains, the local government spends more on social welfare. On the other hand, when the local government is divided, the local government spends more on economic development. This results show that there is a relationship between local governments fiscal management and political business cycle. For sound financial management, therefore, this study suggests that (1) transparency of local governments fiscal management should be strengthened, and (2) budget establishment and budget deliberation should be monitored by budget experts outside local government.
