마산 신항 배후단지 개발 방안에 대한 연구 = Development Strategies of Masan Port Hinterland

국문 초록 (Abstract)

오늘날 급변하는 세계 주요 항만들의 변화는 단순히 항만의 변화만을 추구하는 것이 아니다. 과거 항만의 경쟁력은 효율적인 하역작업에 있었으나 항만의 기능에 있어 물류 중심지화 및 부가가치 기능의 중요성이 강조되면서 세계 주요 항만들은 보다 경쟁력 있는 항만이 되기 위해 끊임없이 변화하고 있다. 고부가가치산업인 항만물류산업의 발전은 국가경제 및 지역경제 발전에 있어서도 주요 요소로 부각되고 있다. 이러한 항만의 기능과 역할을 수행하기 위해 세계 주요 항만들은 단순히 항만의 변화만을 위해 노력하는 것이 아니라 항만배후단지의 효율적인 이용을 통해 더 큰 부가가치를 창출해 내고 있다. 이는 수출·입 화물의 절대다수가 항만을 통해 이루어지고 있는 우리나라에 있어 항만 및 항만배후단지의 개발이 얼마나 중요한 요소인가를 보여주고 있다.
최근 항만배후단지 개발 종합계획 등 국가적 차원의 개발 노력과 계획들이 이루어지고 있으나 주변 경쟁국 가운데 항만배후에 국제종합물류단지를 확보하지 못하고 있는 나라는 우리나라뿐이며 그동안의 항만 배후단지 개발 노력에도 불구하고 항만배후단지의 개발과 운영 현황은 아직까지도 항만의 발전에 크게 미치지 못하고 있다. 특히나 대형항만 위주로 투자와 지원이 집중되는 우리나라의 경우 마산항과 같은 중·소형 지역 항의 개발은 더딜 수밖에 없다. 지난 10여 년 전부터 마산항에 대한 많은 관심과 예산을 투자하여 마산 신항 배후단지 활성화에 대한 방안을 강구해 왔다고는 하지만 실제로 그 효과는 미비하다. 마산항이 비록 작은 규모의 지역항이지만 배후단지의 개발이 효율적으로 이루어진다면 충분히 지역경제 발전에 기여할 수 있으며 중·소형 항만의 개발 모델로 자리매김 할 수 있을 것이다.
이런 이유로, 본 연구에서는 항만 배후단지 개발의 중요성을 인지하고 외국의 항만배후단지 개발사례의 분석을 통해 마산항의 개발이 효율적으로 이루어 질 수 있는 방안을 제시해 본다.
본 연구를 통해 마산 신항 배후단지의 개발 방안을 모색하는데 있어 도움이 될 수 있으리라 기대한다.

다국어 초록 (Multilingual Abstract)

The world's major ports have been constantly changing to seek for competitive power. However it's not just a change. These days port availability for added value becomes significant than ever while they used to function only as simple loading/unloading places that were the competitive points in the past. A development of the port distribution industry is now crucial for national economy and local economy which is a high value-added business. The world's major ports are making efforts to acquire the added value from the use of port hinterland, not pursuing changes in ports, which shows how important ports and their hinterland development are to Korea benefiting just through exportation and importation.
Recently there are a growing number of plans and efforts to develop port hinterland, but Korea is the only country that doesn't have an International Logistics Center in our region. Korea has been put efforts onto the development of the port hinterland, but it is still not enough to reach up the development of port. Actually most of the investments have been focused on large scaled ports such as Busan port or Incheon port and automatically it affects in small scaled ports' development to be tardy like Masan port. We have a lot of interest in Masan port hinterland and have invested a lot of budget since last ten years.
Although Masan port is a small local port, if the efficient and continual development supports are put into the port hinterland, it will contribute to the local economy, being a good example to other port.
This thesis was motivated to recognize that the importance of development in port hinterland. The primary objective is to explore the development strategies of Masan port hinterland through the features of overseas cases. It is expected that this study can be helpful to find solutions about development strategies of Masan port hinterland.
