South Korea’s Overseas Teacher Dispatch Program, implemented through the National Institute for International Education (NIIED), has expanded rapidly in recent years, reflecting Korea’s transition from aid recipient to emerging donor. While the program is officially framed as a mechanism for disseminating Korea’s “advanced” educational practices, such a framing risks reproducing developmentalist and one-directional models of educational cooperation. This study investigates how Korean teachers dispatched to Botswana experience epistemic, pedagogical, and ontological shifts through their overseas teaching and how these transformations shape their professional identities and practices after returning to Korea.
Using a qualitative case study design, the research draws on in-depth interviews with five Korean teachers who taught for at least one year in Botswana and subsequently returned to the Korean school system. Document analysis of recruitment materials and program reports further contextualized how institutional discourse constructs the role of dispatched teachers. Qualitative thematic analysis identified three overarching themes: Decolonizing Knowledge, Decolonizing Power, and Decolonizing Being.
Findings illustrate that teachers initially internalized developmentalist and excellence discourses that positioned Korea as an educational model to be transferred abroad. During dispatch, however, classroom encounters, material constraints, and relational dynamics generated epistemic ruptures that unsettled these assumptions. Teachers engaged with alternative pedagogical logics─such as experiment-centered science teaching, diverse assessment forms, and relational modes of authority─that challenged Korea-centered hierarchies of knowledge. After returning home, teachers incorporated elements of these transformed orientations into their practice to varying degrees, though institutional pressures often limited deeper change.
Interpreted through Asia as Method, the findings show emerging forms of epistemic reorientation in which Botswana became a meaningful reference point rather than a developmental “other.” By foregrounding teacher subjectivity within Korea’s education ODA, the study speaks to decolonial concerns by illustrating how hierarchical imaginaries are reproduced, negotiated, and occasionally unsettled in everyday educational practice. Practically, the study argues for overseas teacher dispatch programs that emphasize reflexivity, reciprocal engagement, and context-sensitive learning, rather than the unilateral transmission of Korean pedagogical models.
