‘사회’의 위기와 ‘사회적인 것’의 범람 = 한국과 중국의 ‘사회건설’ 프로젝트에 관한 소고

국문 초록 (Abstract)

본 연구는 오늘날 우리가 목격하고 있는 사회의 ‘해체’, ‘위기’, ‘종언’에 대한 분석적 논의들과 사회적경제, 사회적기업, 사회혁신, 사회치리, 사회발전 등의 이름으로 등장하는 다양한 ‘사회건설’ 프로젝트의 증식이 병존하는 현상에 주목한다. “사회 따위는 없다”라는 말로 대변되는 신자유주의 독트린이 시장화의 지속적 헤게모니를 통해 주체화의 영역까지 확대된 상황에서 ‘사회’의 중요성을 강조하면서 국가 통치의 구체적 개입 대상이자 개인과 집단의 도덕적·윤리적 실천 공간으로 사회를 재구성하려는 시도들이 범람하는 현실을 어떻게 이해할 것인가? 이 질문에 대한 그간의 논의들이 복지국가의 해체와 신자유주의 시장화로 이어지는 서구의 경험을 보편화했던 경향에 문제제기하면서, 본 논문은 서구식 복지국가의 해체와 재구성과는 상이한 경로를 밟아온 한국과 중국에서 진행되는 최근의 사회건설 사례들을 살펴봄으로써 다음과 같은 세 가지 질문에 답하고자 한다. 첫째, 서구식 복지국가의 ‘사회적 통치’ 단계를 거치지 않은 한국과 중국에서 벌어지는 사회건설 프로젝트는 어떠한 맥락에서 파악될 수 있는가? 둘째, 이들 나라의 사회건설 프로젝트에서 국가가 수행하고 있는 이중적 역할, 즉 자신의 권한을 사회라는 공간에 적극적으로 이양하면서 동시에 이러한 사회건설 과정을 하나의 프로젝트로서 진두지휘하는 국가의 역할은 실제 사회건설 정책에 어떻게 기입되는가? 셋째, 한국과 중국에서 사회건설 프로젝트에 참여하는 행위자들은 ‘상호작용의 지평 혹은 사회적 권리의 기반으로서의 사회’와 ‘국가의 통치적 개입 공간이자 프로젝트의 목표가 된 사회’ 간의 긴장과 갈등을 어떻게 경험하고 있는가? 한국과 중국의 사회건설 프로젝트에 대한 장기간의 현장연구를 기반으로, 본 연구는 ‘기술적 윤리성’의 확산, 즉 빈곤, 노동, 불평등과 같은 문제들이 시공간적으로 구획된 사회건설의 장에서 개개인의 윤리적 실천과 통치 기술을 통해 관리 가능한 대상으로 변형되는 점을 규명한다. 또한 사회건설 프로젝트가 사회의 ‘위기’를 마름질하는 한편, 한국과 중국의 상이한 역사적 궤적을 따라 다양한 ‘마찰점들’을 열어젖히고 있음을 강조한다.

다국어 초록 (Multilingual Abstract)

In this article, we give attention to the coexistence between increasing concerns about the “crisis” of society and increasing “social construction” projects exercised in the name of “the social.” Under circumstances where neoliberal doctrines, epitomized as Margaret Thatcher’s notorious phrase that “there is no such thing as society,” penetrate deep into a realm of subjectification, how can we understand the reality that “society” is central to state governance and, furthermore, reconstructed as an ethical field? With an eye to recent projects of social construction in South Korea and China, this study calls into question Eurocentric propensity to universalize “the death of the welfare state” and “neoliberal marketization” by answering the following inquiries. To begin, how can social construction projects be analyzed and contextualized in countries where the state did not go through the so-called stage of “social government” found in the Western welfare state? Next, how does the state accomplish a double mission to disperse its functions to social realms and re-articulate managerial power when it intervenes in social construction projects? Finally, how do various participants in social construction projects in the two countries experience and react to the tensions between “society” as the assemblage of social rights, solidarities, and socialities, and “society” as the target of state governance and engineered projects? Based on ethnographic fieldwork in Seoul, South Korea, and Guangdong, China, this article sheds light on the emergence of “technological ethicality,” that is, a series of practices in which structural problems like poverty, labor, and inequality are transformed into manageable objects that can be solved through technical interventions and ethical performances. It also delves into “frictions” that social construction projects unfold as they are intersected with historically sedimented events, policies, and experiences, which appear differently in the two countries.
